SAFETY ANALYSIS REPORT - EXX0N'S AMENDMENT APPLICATION DATED NOVEMBER 20, 1978, REGARDING SNM-1227, PC NO. 79029A

Background

Exxon is presently authorized to store finished low-enriched fuel assemblies completely packaged for shipment, in the warehouse or on a paved area outside of the U0, Building.

Exxon now finds the need to store other uranium oxide fuel forms awaiting shipment, in complete shipping packages.

Safety The proposed change in the allowed fuel form awaiting shipment should have no effect on the safety of the stored material. The stored fuel will be completely packaged for shipment and the outer container fixed with the appropriate tamper-indicating seals and shipping labels.

There is no change in the nuclear criticality safety criteria for storage and, in view of the packaging, the changed fuel fonn should have no effect on the environmental aspects of the fuel storage.

The proposed amendment was discussed on November 27, 1978, with Mr. William Cooley, Region V I&E, principal inspector for the Exxon facility. Mr. Cooley expressed concern as to whether Exxon had received approval for packages to transport unclad fuel pellets.

Since the safety of the fuel storage depends on the use of officially approved shipping containers, it was decided to clarify the license by imposing a condition requiring packaging in accordance with approvals issued pursuant to 10 CFR 71.

.% ~- Conclusion and Recommendation Based on the facts sumarized above, the proposed license amendment can be issued without undue risk to the health and safety of the operating personnel or to the public. Further, the issuance of this license amendment is not deemed to be a major federal action significantly affecting the quality of the human environment; and thus, pursuant to 10 CFR 51, Section 51.5(d)(4), an environmental impact statement, negative declaration, or an environmental appraisal need not be prepared.

I recommend approval of the application, subject to the following clarifying condition:

The packaging and storage of fuel awaiting shipment as described in paragraph I-5.9.4 shall be ir, accordance with approvals issued pursuant to 10 CFR 71. Fissile Class II and III packages (shipments) shall be isolated by at least twenty (20) feet from other fissile materials.
