s ENCLOSURE 1 Omaha Public Power District Fort Calhoun Station, Unit 1 Docket No. 50-285 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted October 23-27 and November 1-3, 1978, it appears that certain of your activities were not conducted in full compliance with the NRC requirements as indicated below:

Section 17.5 of your NRC approved Quality Assurance Program and Criterion V of Appendix B to 10 CFR 50, require procedures to prescribe the applicable acceptance criteria.
Contrary to the above, the surveillance test procedure, Surveillance of Grinnell Hydraulic Shock Suppressor Reservoir Oil Levels in Con-tainment (ST-HSS-5), does not contain acceptance criteria for the reservoir oil levels.
This is an infraction.

Technical Specification 1.14(1) requires that all hydraulic shock suppressors of specified categories be visually inspected at given inspection intervals determined by the results of the previous inspections.
Contrary to the above, folloeig the reporting of fifteen inoperable Grinnell shock suppressors on November 23, 1977, performance of Sur-veillance Test ST-HSS-4 (Surveillance of Grinnell Hydraulic Shock Suppressors Reservoir Oil Leveis in Containment) on dates January 6, 1978, February 10, 1978, March 31, 1978, May 17, 1978 and September 8, 1978 did not include a visual inspection of the shock suppressors.
This is an infraction.
