SUBJECT:
COMMISSION PAPER ON ENFORCEMENT PROGRAM Please ensure that you address the conments provided by MPA on your enforcement paper before next week's Commission briefing. As a minimum, I want a written response by March 18 to the following questions: What numbers, types, and estimated impacts (e.g. costs and benefits) of sanctions would have been imposed had this enforcement concept existed in the past? What additional resources might be needed to process more rapidly the enforcement caseload arising from this concept? What will be the ability to delegate enforcement to the Regions under this concept?
I recognize that only qualitative analysis will likel, ~ e possible in o
the short time. Please include in your March 18 response an estimate of the time needed to analyze fully the above questions.
