Dear Senator Bradley:

Having examined several reports on the proposed Phillipine Nuclear Plant No. 1 (PNPP-1) , for which Westinghouse Electric Corporation has submitted an export license application, I am most concerned about the handling of this matter.

While there are extensive legal and technical questions associated with the reactor, the basic question right now is whether the NRC will deal with health and safety issues re-lating to this and other foreign reactor sales. Despite evi-dence that Congress intended the NRC to do reviews of this kind on nuclear plant exports, NRC is questioning whether it has the authority to conduct such a study on the Phillipine reactor.

I ask you not only to inform NRC that they certainly do have congressional authorization to look into these important environmental, health and safety concerns, but to join with other members of Congress in mandating such reviews on all ex-ports of nuclear technology.

This reactor is of particular concern because of the serious earthqaake potential of the site, and the proximity of an active volcano. There have also been allegations that when research was done by the consulting firm Ebasco for Westinghouse, evidence that the site and reactor design are unsafe may have been covered up. I hope you will study all material relating to this reactor, including the IAEA report of September, 1978 and September, 1979, and information avail-able from the Center for Development Policy, intervenors with the URC on the case.

this technology throughout the earth, it is to our own best I interests to be vigilant in determining its potential effects in each instance. Those effects must include environmental, health and safety concerns as well as the political and mili-  !

i tary aspects of nuclear proliferation. If it cannot be done !
