SUBJECT:

TRIP REPORT Purpose To visit the Department of Energy (DOE) facilities in the 300 area of the Hanford Reservation in which Battelle Northwest carries out licensed activities and to discuss the pending license renewal application with Battelle Northwest representatives.

Place and Date DOE Buildings 325, 308, and 306 in the 300 area and Battelle offices south of the 300 area, on November 26, 1979.

A.

Visits to Main Licensed Facilities Activities involving significant quantities of SNil under Battelle's licenst are most likely to be carried out in either the Radiochemistry Building ~ (Building 320 the Plutonium Fuels Laboratory (Building 308),

or the 306 Building.

Tocr3 of these buildings were conducted by knowledgeable managers or experimenters, who explained the equipment operation and safety controls. We were accompanied on the building visits by Mr. J. Selby, Manager of the Radiation Standards and Engineering Section, and Mr. J. B. fiartin cf his staff.

In 325 Building, explanations of the safety cor.trols were provided by Messrs. H. H. Van Tuyl and E. D. McFall, in 308 Building, by Messrs.

Gerry Maupin and W. J. Weber, and in 306 Building, by Mr. J. P. Hart.

DEC 101979 In Building 325 we visited Room 410, where miscellaneous activities involving SNM are conducted in hoods and gloveboxes,to see details of safety postings and instrumentation.

We diso looked into many of the other numerous laboratories operated by Battelle in 325 Building, and saw ventilation equipment and auxilary equipment for the criti-cality alarm system in the basement.

The criticality safety controls are generally based on safe wet mass limits.

The radiation safety practices. conform to DOE requirements and rely on an extensive history of successful experience in determining the frequencies of inspections, surveys, and maintenance.

The Battelle activities in 308 Building are carried out in Rooms 208 and 212, although Battelle does use HEDL x-ray diffraction equipment in Room 220.

Currently, Battelle is conducted studies (not involving licensed material) of waste disposal with ceramics.

No experiments were in progress at the time of our visit.

The 306 Building equipment under Battelle's purview was likewise not operating at the time of our visit.

We saw equipment for pilot scale fabrication and testing of thorium fuels.

We did not observe any conditions or practices which would indicate deficiencies in the Battelle safety program.

B.

Discussion of Outstanding Items The outstanding questions arising from our review of the Battelle renewal application were discussed with Messrs. Selby, Martin and C. R. Richey, also of Selby's staff.

The main points of discussion, including explanations by the Battelle representatives, covered the organization, administrative procedures, Battelle's commitment to ALARA, the systems of audits used, and the decommissioning plan.

Battelle expects to receive a. formal transmittal with the NRC questions on the renewal about December 10, 1979.
