Dear Mr. Worthington:

Your letter of December 26, 1979 addressed to Mr. Calkins has been referred to this office for response.

In that letter, and the preceding letter of October 16, 1979, you suggested the use of Maxey Flats as an outdoor labora-tory for studies of low-level nuclear waste site decommissioning.

We received a request for assistance dated June 26 from Mr. Charles M. Hardin, Manager of Kentucky's Radiation Control Branch (A copy of that letter is attached.). We arranged with our Office of Nuclear Regulatory Research (RES) to support Kentucky's request for research assistance. Mr. Arsenault's August 8,1979 letter to Mr. Hardin confirming the support is attached.

As a result of these arrangements, RES is funding a project conducted by Kentucky's Department of Human Resources at the Maxey Flats shallow land burial site.

In addition, RES is sponsoring six projects that contribute to a coordinated program to evaluate existing conditions and processes at the Maxey Flats burial site. The objectives of the study are to develop informa-tion for:

(1) developing criteria for managing, closing and monitoring the Maxey Flats site; (2) developing programs for evaluating and monitoring other shallow land burial sites; (3) developing performance criteria for new shallow land burial sites; (4) developing m/thods for evaluation of new proposed sites. A project description summe.. and brief are enclosed to provide you with more detailed information.

Thus in a very real way, NRC is already cooperating with the State in using Maxey Flats as an outdoor laboratory, 800ui L 'f 3
