Dear Dr. Denton:
I have spent nine months cine, effort, and expense culminating in 6 is meeting involving a serious, and potentially dangerous condition at the Lim-crick Nucicar site.
I have received letters from you before regarding the Nuclear Regula-tory Commission indicating the investigation of the cracks under the site, together uith the effect of blasting over the past six years uhile the re-actor buildings have been in the process of construction, "may not have been adequately addressed".
Suddenly last week I received, not a formal notice to me, but a copy of an inter-office memorandum from Dean L. Tibbitts to Robert J. Baer referring to the " Forthcoming site visit at the Lincrick Generating Station Units 1 and 2", on Tuesday, December 19, at 1 p.m. The purpose being: "To discuss the effects of nearby blasting at the Limerick facility". I received the notice on December 11, stating that in order to attend I would have to no-tify !!r. Tibbitts within five days. No address was given, which meant in-sufficient time to write.
The participants were listed as NRC-staff, U.S. Geological Survey, and Philadelphia Electric Company.
I feel I, representing the Montgomery County Air & Water Pollution Pa-trol, must declare that this meeting is improper, on the follouing counts:
(a) I should be a participant...not an observer.
(b) !! ore time should have been given the public to respond.
(c) I should have had a formal notice of this meeting from vou, Dr. Denton. You corresponded uith me on three other as-pects of tnis investigation.
(d) As a person familiar with test methods, I should have received a written procedure of the method to be used to assure validity of the method, and accuracy of the find-ings.

On Friday, December 14. I received a telephone call, not from the Nu-clear Regulatory Commission, which even has an office in King of Prussia, but from Philadelphia Electric's !!r. Logue, informing my secretary th..t the meeting would not be held at the reactor site, as indicated on the form I -
received from Mr. Tibbitts, but instead, at Philadelphia Electric's Infor-mation Center. It is apparant that Philadelphia Elcetric is now running this show and I do not want to be part of a charade...and an apparant :lickey ?!ouse whitewash.
I call for the Nuclear Regulatory Commission to set up an Umpire Com-mittee to remove all parties, in particular Philadelphia Electric, (includ-ing the NRC) where there is any suggestion of a conflict of interest. At government expense, an independent geological tean must come in with a pro-cedure to insure the public is not exposed to a catastrophic accident as a result of the careless selection of the Limerick site.
