The enclosed information provides a description of the actions taken to date for operating reactors with regard to a potential unrevie..ed safety question on interaction between non-saftty grade systems and safety grade systems.
Although comparable actions ~have not yet been taken for plants under licensing review we are providing this information to all Boards. This matter will be addressed for these plants and you will be provided with the ongoing staff assessment as it develops.

POTENTI AL UNREVIEWED S AFETY QUESTICN ON IN~ERACTION EETWEEN NON-SAFETY GRADE SYSTEMS AND SAFETY GRADE SYSTEMS You were infomed by TE Information Notice 79-22, issued Septemaer 14, 1979, that certain r.on-safety grade equipment, if subjemted to an acierse er.vircr-ment, could inpact the safety analyses ar.d the adequacy of the protective functions perfomea by safety grade equipment.
Enclosed is a copy of IE Infomation Notice 79-22, and reprinted copies of an August 30, 1979 Westinghouse letter and a September 10, 1979 Public Service Electric and Gas Company letter which address this matter.
The NRC is concerned that a similar potential may exist at other cperating light water reactor f acilities, including ycurs, for an unreviewed safety natter related to the effects of the environment on control systens result,ng from high energy lir.e breaks inside or outside containment and the results of these effects on the required safety systens.
In accordance with 10 CFR 50.54(f) you are rectested to provide within twenty (20) cays of the date of this letter, written statements, signed under oath or affirmation, which will enable the staff to determine, in light of the concerns discussed above, w" ether or not your NRC license (s) to operate your nuclear power generating facility (ies) should be modified, suspended, or revoked.
