This letter is in response to your letter of November 30, 1979, dealing with USNRC Inspection 70-820/79-16.
We hope that the following information will satisfy the ques-tions raised in your letter.
With regard to item of noncompliance 1 of Appendix A of reference 1), the inspector's review did cover our current quality assurance program in the area of radioactive mate-rial transportation.
The need for a formal quality assur-ance program was introduced by the 42 FR 39364 change to 10 CFR 71.51.
As explained in reference 2), this program was submitted to the NRC as required.
For information, it has now been approved, with a required implementation date of January 1, 1980.
The existing quality assurance program cited in the reference 2) letter is not a single formal document as is the new program.
Rather, it exists as the sum total of systems and procedures covering the subject of radioactive material transportation, including SOP III-C which was reviewed by the inspector.
The inspector is cor-rect in stating that this SOP does not specifically "ad-dress the closure of the inner containers of the shipping containers".
It does, however, address container loading and closing, as required by 10 CFR 71.54(i), and is there-fore considered by UNC to comply with that requirement.

79-210 Page 2 As discussed in reference 2), we are in the process of updating and amplifying our systems and procedures to provide a greater degree of detail, and plan to complete this action by January 1, 1980 in time to meet the QA plan implementation deadline.
With regard to item of noncompliance 3 of Appendix A of reference 1), UNC will submit an administrative change to license SNM-777, as requested.
