Dear Mr. Engelken:

The Sacramento Municipal Utility District has reached an agreement with Mr. R. Capra (NRC) to revise our response of May 2,1979 concerning item 12 of IE Bulletin 79-05A.

This letter supersedes the one sent to you on October 5, 1979.

A Standing Order will be issued to all opeating personnel that the NRC shall be notified within one hour from the time the reactor i.s not in a controlled or expected condition of operation. The District has defined "the NRC" as the Duty Of ficer in Bethesda, Maryland. The District has defined "the reactor is not in a controlled or expected condition of operation" as a change in electrical generator output of more than 50 MWe which is not scheduled.

If the reactor is shut down, the NRC will be notified within one hour if unplanned cessation of reactor coolant flow occurs. An open communications channel is defined as a speaker phone located in the Control Room area (Red Telephone "llot Line") which will allow the Duty Officer the capability of listening to activities occurring althin the Control Room.

In addition to the above requirements, any time when the reactor is in an of f normal transient condition, the Shift Supervisor will notify a man-agement member. This person will he the Manager of Nuclear Operations, the Plant Superintendent, the Engineering and Quality Control Supervisor or the Operations Su; zisor. These staff members have Senior Reactor Operators Licenses ana are qualified to determine when a condition is not within the Shift Supervisor's guidelines but reportable. The Senior

taf f member will, when evaluatin;; a report, determine NRC reportability and take the necessary actions, one of which will he having the reporting Shift Supervisor use the Dedicated Telephone "llo t Line" to notify the NRC of the transient.
