I REPORT DETAILS 1. Persons Contacted Licensee Employees: A. F. Olsen, License Administrator Other licensee employees contacted included two technicians. 2. Exit Interview The inspection scope and findings were summarized on 10/18/79 with A. F. Olsen, Licensee Administrator. 3. Licensee Action on Previous Inspection Findings Not inspected. 4. Unresolved Items Unresolved items were not identified during this inspection. 5. Summary of Findings: Licensee management conducted a special audit of the Lynchburg Research a. Center (LRC) shipping and receiving operations relating to low-level radioactive waste during the week of September 10, 1979. Audit findings provide the basis for the licensee's response to the subject bulletin. b. LRC is reviewing and revising area operating procedures to assign responsibilities, provide more detailed instruction and revise the existing training and audit program specifics. These items are to be completed by November 15, 1979. Inspection findings verify that the LRC possesses current NRC and DOT c. regulations and current license conditions for waste burial firms in South Carolina, Nevada and Washington. d. The licensee solidifies low-level radioactive liquid waste using concrete. Two containers of solidified waste were opened and examined. No free standing liquid or " soft" areas were found. There is some condensate in the form of droplets on the drum liner of each container. e. No items of noncompliance or deviations were identified within the scope of this inspection. 1947 173}}
