Gentlemen:
Millstone Nuclear Power Station, Unit No.1 SEP Topic III-8.C, Irradiation Damage Use of Sensitized Stainless Steel and Fatigue Resistance Our review of the NRC Staf f evaluation of SEP Topic III-8.C has been completed, as requested in Reference (1). The Staff evaluation has been verified as being factually correct, however, two incidents of stress corrosion cracking applicable to reactor internal components should be added to the Staf f 's evaluation.
(1) Millstone Unit No. 1 had five neutron source holders that were subj ected to the chloride instrusion incident in 1972. All five source holders were subsequently replac =d in the 1973 refueling outage.
Stress corrosion cracking of the new stainless steel holders was ther. discovered in 1976 and reported to the Office of Inspection and Enforceacnt in Reference (2).
All source hciders were permanently removed in the 1978 refueling outage.
(2) Stress corrosion cracking of areas of stainless steel cladding adjacent to reactor vessel head nozzles was identified in 1976. This was evaluated and a report was submitted to the NRC in Reference (3).
