SUBJECT:

MEETIltG WITH PETER ANDERS0fl 0F WISCONSIN'S ENVIRONMEllTAL DECADE

. On January 2,1980, I met with Peter Anderson who represents Uisconsin's Environmental Decade to discuss the petition filed by the Decade pursuant to 10 CFR 2.206 regarding the Point Beach facility.

At the time, I was unaware that a proceeding had been commenced involving the Decade and Wisconsin Electric Power Company (WEPCO) arising from the confirmatory order issued by the staff effective November 30 modifying WEPCO's operating license for Point Beach t!uclear Plant, Unit 1.

In light of this pending proceeding, pursuant to 10 CFR 2.780(c), I am hereby notifying the parties to the Point Beach License Amendment proceeding of my conversation with fir. Anderson.

fir. Anderson and I discussed the desirability of a metallurgical analysis of the five tubes identified in the licensee's November 16 LER to determine whether they were also subject to intergranular attack.

Mr. Anderson suggested a blind test of the results of the eddy current testing for these five tubes in order to determine whether the defects identified in the LER actually dated to pre-1975. fir. Anderson indicated that the staff of the Uisconsin Public Service Com,ission had represented to him that information obtained frorn the licensee suggested that inter-granular attack proceeded slowly to a level of 405 defective at which time it progressed rapidly to an 805 or 905 level. We also discussed briefly Mr. Anderson's understanding of the circumstances surrounding the issuance of the license?'s November 16th LER.

Finally, fir. Anderson suggested that, in some instances, the licensee's laboratory data from cddy current testing do not agree with the results of metallurgical tests performed on tubes rimoved from the steam generator.

I suggested to l'r. Anderson that he do:ument his additional concerns in a letter directed to the staff with copies forwarded to the Comission.
