Dear Mr. Reid:

Your letter of October 23, 1979 requested the District to (1) inform you of our commitment to operate in accordance with your interim position for containment purge and vent valve operation, and (2) provide information which demonstrates that we have initiated the purge and vent valve operability verification on an expedited basis.

The purpose of this letter is to (1) clarify our commitment in our December 13, 1979 submittal regarding interim containment purging and venting pending resolution of isolation valve operability and (2) reiterate our commitment to participate in a purge and vent valve operability verifi-ca tion program.

Interim Containment Purge and Vent System Operation Pending resolution of purge and vent valve operability qualification, the District agrees to:

(1) Operate the containment in a passive mode as much as possible.

(2) Limit purging and venting to times the reactor is at cold shutdown or refueling shutdown.

Purge and Vent Valve Operability Qualification Progr_am In our letter of flovember 9,1979 to Mr. D. G. Eisenhut, Acting Director, Division of Operating Reactors, the District committed to participate in the Allis-Chalmers Corporation valve operability verification program.

This program is applicable to our 66-inch purge and vent valves. Attached to this letter is a copy of a billing authorization issued to Allis-Chalmers Corporation for participation in their valve qualification program.

Mr. Robert W. Reid January.18, 1980 Also, associated with the purge and vent system is a 12-inch pressure equalization valve furnished by Fisher. We understand that Fisher is currently fonnulating their valve qualification program. The District will participate in this program when it has been finalized in order to qualify the 12-inch valve.

The District agrees to limit the maximum opening of these valves if necessary. The maximum opening of the valves will be determined in consultation with the valve supplier based on the results of his valve qualification program. Valve opening will be such that the valves will operate under DBA-LOCA loads without damage to critical valve components.

Segregation of Containment Ventilation Isolation Signals Modifications to containment isolation signals are not required.

Containment isolation is independent, and not inhibited by other purge or vent valve control signals.

As outlined in our letter of 10/19/79 we have completed the tests at NASA Facilities in Langley Field, Virginia.

The test results are of significant importance relative to

' choke flow', or discharge-to-atmosphere condition.

Within six vecks the test report will be completed and available to you.

During the tes'ing we used sufficient models and line cimu-lation so that we can calculate the actual torque conditions, for your specific installation, based on the pertinent que stions posed by the NRC.

The cost of a test report, inch.uding a statement relating your valve installation to the test and to the recent NRC questions is $4,287.00.

Please include in your purchase order as follows:

1.

One set of test reports as described in the Allis-Chalmers letter of 10/19/79.

2.

A statement relating our valves, in containment isolation, furnished by Allis-Chalmers, to thefor applicable NRC considerations in Gpidelines Demonctration of Operability of Purge and Vent Valves.
