On Tuesday, January 8,1980, while operating the plant at approximately 1.5% of rated power, it was determined that a leak existed on the IB helium circulator static seal actuating mechanism which caused continuous bleed-off of the seal pressurizing system. This leak is internal to the circulator.

This event is reportable per Fort St. Vrain Technical Specification AC 7.5.2(a)3.

EVENT

DESCRIPTION

On Januarv 8,1980, with the reactor critical at less than 2% power, operating personnel were conducting training starts on the IB helium circulator when static seal operation became errattic. The brake and seal gas bot-tie pressure could not be maintained. The system was checked and no external leaks could be found. A test was conducted which confirmed there was leakage internal to the circulator. At that time, the reactor was shutdown and depressuriaation began.

CAUSE

DESCRIPTION:

The cause of the circulator static seal malfunction is undetermined at this time.

CORRECTIVE ACTION:

The circulator is being removed and will be repisced by a spare circulator.

The static seal malfunction will be investigated and a final report sub-mitted when the cause of the malfunction is determined.
