SUMMARY

OF PWR PIPE CRACK STUDY GROUP MEETING ON DECEMBER 12, 1979 The initial meeting of the PWR Pipe Crack Study Group (PCSG) was held on December 12, 1979. Specific items covered during the meeting are listed on the Agenda, included as Enclosure 2.

The major actions from this meeting are sumarized below.

The PWR PCSG Charter was divided into six (6) subtasks and personel assignment to each subtask were made. Subtask group leaders were also assigned to coordinate each groups efforts. The subtasks and group leaders are listed below.

1.

Defining the cracking mechanism Group Leader - W. Hazelton 2.

Significance of Cracking Group Leader - V. Panciera 3.

Determining Causes of Cracking Group Leader - R. Gamble 4.

ISI and Leak Detection Group Leader - C. Cheng 5.

Review of Ongoing Programs and Recommended New Programs Group Leader - J. Muscara 6.

Report Organization Group Leader - S. Bush A schedule of future meetings of the PCSG was developed to be consistant with the Target Completion Date of June 15, 1980. The subtask groups will meet on a as necessary basis. The PCSG meeting schedule and targe.t dates are provided below.

ENCLOSURE PWR PIPE CRACK STUDY GROUP CHARTER PURPOSE The purpose of the PWR Pipe Crack Study Group is to perform a short term investigation into the nature, causes and safety significance of cracking in PWR safety related piping systems and development of a short term and long term course of action.

OBJECTIVE The objectives of this investigation for PWRs are to:

(1) review safety significance of these cracks; (2) recommend a staff position to provide immediate assurances of the safety of operating plants and near term licensing criteria for plants in the CP and OL stages; (3) recommend a plan to resolve the pipe crack problems, and (4) document the results of 1, 2 and 3 above in a pipe crack study group report.

SCOPE In order to achieve these objectives, the following tasks should be undertaken:

Review operating experience 2.

Evaluate the significance of cracking with respect to safety 3.

Examine the causes/ mechanisms of cracking 4.

Review ISI and Leak Detection requirements for PWR 5.

Review ongoir.g Pipe Crack Programs 6.

Develop recommendations a.

Interim positions for operating plants and near term cps and OLs b.

Long term plan for resolving pipe crack problems.
