TENNESSEE VALLEY AUTHORITY CH ATTANOOGA, TENNESSEE 374of 400 Chestnut Street Tower II January 10, 1980 Director of Nuclear Reactor Regulation Attention: M . L. S. Rubenstein, Acting Chief Light Water Reactors Branch No. 4 Division of Project Management U.S. Nuclear Regulatory Commission Washington, DC 20:75

Dear Mr. Rubenstein:

In the Matter of the Application of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 In response to your letter to H. G. Parris dated December 27, 1979, which transmitted concerns related to the TVA Abnormal Operating Instruction (AOI-1), the reactor trip procedure which addresses ATWS, TVA and Westinghouse are reviewing your detailed guidance on ATWS procedures requirements. We expect to complete this review and provide a response by February 15, 1980, to the concerns addressed in your letter.

We concur that a separate emergency procedure may be appropriate for an ATWS event; however, we are concerned that a procedure of the complexity and detail suggested in your letter may not be appropriate at this time. We would like to discuss our concern with the NRC staff as soon as possible. Please get in touch with David Lambert, FTS 854-2581, of my staff to arrange the meeting.

Very truly yours, TENNESSEE VALLEY AUTHORITY k[ w m&
