Dear Mr. Ballard:

The review of the abcVe project was undertaken in accordance with the Mvisory Council cn Historic Preservation's " Procedures for the Pro-tection of Historic and Cultural Progrties" (39 FR 3366), as codified in 36 CTR 800. The position of State Historic Preservatica Officer (SIFO) is established on the state level by request of the Secretary of the Interior. The SHPO has been recuested by the Mvisory Council to ecmrent 2

on the impact which federally funded, licensed or assisted projects may have on historic or archaeological sites. Under the National Historic Preservation Act, Executive Order 11593, and the Advisory Council's pro-cedures, the responsibility for the preservation of cultural properties lies with federal agencies which license or fund projects.

Althcugh our statewide survey files do not indicate the presence of historic or archaeological sites in the project area and although no sites listed on the National Pegister of Historic Places will be affected, there has been, according to cur records, no ccrrprehensive survey of the project area. The tcpography of the area is of the type that would have been conducive to aboriginal settle"ent, and a possibility exists that unrecorded and heretcfore unrecognized archaeological sites may be revealed when developnent and constniction work is undertaken. The identification of such sites prior to the initiation of the project can be acccrrplished by conducting a cultural rescurces suncy. A survey will assist you in ccrrplying with Section 800.4 (a) of the procedures, a copy of which is e- sed.

Cultural rescurce survey reports for surveys in the State of Mississippi should adhere to the guidelines listed telow. bhenever it is inwssible to folicw any guideline, an exi>lanation shoulu be given in the survey report.

1. The report should contain a trap, preferably a 7.5 minute quadrangle series, outlining tne survey area.
2. The beginning and termination cates of the survey should be stated.
3. The landowner of each site should be listed.
4. Ground cover conditions should be descritc<i. hhere the surface cannot be inspected with reasonable thorougnness, sub-surface testing should be done to the extent that an adequate sample will be made of all ground where archaeolcgical sites could possibly occur. The nature of any sub-surface testing shculd be discussed with size and spacing interval of tests specified.
5. Lhere the size of the survey area nukes.ccqalete visual inspection of the surface irpractical, each environmental zone within the area should be probabilisticallf sampled witn an area of sufficient size examined to be statistically valid.
6. hhen sites are discovered, they should be precisely located on the nup m2n-tiened in guideline 41. The limits of each site should be defined verbally and a sketch map drawn indicating its boundaries.
7. A state site form for each site with nt:rber assigned by the Mississippi Depart unt of Arenives and llistori must be ccepleted and subnitted with the report.
8. Mequate surface collections should be made frcm each archaeological site with care teing taken to collect spacinens of all relevant categories.

letifactual rc: rains should be classified into ceramic or lithic t>ws or varieties. 'Ihe report should include a tabulation of all artifacts and floral cr faunal remains collected from ea-h site.

9. Statenents should be made concerning the depth ard nature of cultural depcsits at each archaeological site and the degree of disturbance observed.
10. Each site must be evaluatea for dational Pegister eligibility.
11. Photocraphs shoulu be incluced of each archaeological site considered eligible for tne Naticaal Pegister. At least one should sirw an overall view. idl prcminent features such as acunds should be individually t.hotcgraphed. One photcgraph of eacn pre-World War II standing structure should also be included.
12. The investigator should express an opinica as to the nature of each site -

village, quarry, hunting camp, etc.

13. The investigator snould state his opinion as to the cultural and chrono-logical pcsition of each archaeolcgical site. Phase designatica shculd Ec :rade, if pssible.
14. The investigator should express an cpinion concerning the significance of each site and whether or not it merits preservaticn or further research.

A statcment should be made en how further investigation of the site could laad to a 'cetter understanding of the area's past.

IL Tne investigator should evaluato the effect of the project on each site identified.

16. The investigator shculc suggest alternatives or steps to mitigate demges for any sites which will be adversely affected.
