FINDINGS RELATED TO THE PROPOSED IftPORT OF LOW-ENRICHED URANIUM BY WESTINGh0VSE ELECTRIC CORPORATION (ISNM79019)

On October 26, 1979, Westinghouse Electric Corporation submitted an application for a license authorizing the import of 1,305 kilograms of uranium enriched to 2.0% U-235 from ASEA-ATOM in Vasteras, Sweden.

The material, in the form of UO2 powder, will be returned to the Westinghouse facility in Columbia, South Carolina.

This material is owned by Westinghouse and will be returned to the US in approved BU-7 shipping containers, bearing US DOT IAEA Certificate of Competent Authority Number USA /9019/B ( )F Revision 2.

The U09 material is in a nonvolatile, noncorrosive form.

In the event an accidedt should occur resulting in the rupture of a shipping container, the hazards are limited principally to chemical toxicity rather than to a radio-logical hazard and can be safely handled in essentially the same manner as other toxic chemicals.

This proposed import represents a small percentage of the total UO2 transported each year in the U.S. and would not result in any significant change in the probability of a potential accident.

The proposed import conforms with the standard provisions that have governed shipments of low-enriched U02 for many years with no significant impact on the general public or the environment.

The staff finds that the import will not be inimical to the common defense and security, or constitute an undue risk to the public health and safety or to the environment.
