MEETING

SUMMARY

An Emergency Preparedness fact finding and data collection meeting was held with representatives from Boston Edison Company (BECo) at the Pilgrim Nuclear Station (PNPS) on September 25, 1979. The purpose of this session was to acquaint the NRC staff review team members with special local features and site euergency facilities for the PNPS Unit 1 Emergency Plan. The NRC staff then met with the licensee in public session on September 26,1979 at Memorial Mall in Plymouth, Massachusetts to discuss the results of a pre-liminary review of the PNPS Unit 1 Emergency Plan against current criteria.

The purpose of this meeting was to openly discuss the NRC criteria that are now being employed in the NRC's effort to upgrade emergency planning for all operating reactors. The public was invited to observe these proceed-A list ings. Approximately 20 people were in attendance as observers.

Many of the comments received by the staff during the public connent period appeared to be from persons who were not in attendance during the previous sessions, but who were interested in closing down the Pilgrim Station on the premise that nuclear power is intrensically unsafe. Some of 4he issues voiced included:

- costs of alert system - who pays?

- lack of public education

- 10 mile plan adequacy (Cape Cod)

- local notification

- logistics of evacuation At the conclusion of the meeting, the staff agreed to forward the questions on the PNPS Unit 1 Emergency Plan to BECo for formal consideration. BECo stated that a best effort would be expended in developing a revised emargency plan to address the staff's concerns.
