OF MEETING WITH GENERA'_ ELECTRIC COMPANY, OCTOBER 4,1979, FOR DISCUSSION OF POSSIBLE ADDITIONAL WORK AT MORRIS OPERATION Persons listed below participated in the meeting at Silver Spring, MD.

General Electric Co.

NRC C. C. Herrington L. C. Rouse H. A.' Rogers J. P. Roberts T. E. Ingels F. M. Empson General Electric had requested this meeting to present information concerning plans for work at the Morris Operation.

Their discussion is presented in the context of the items listed in the notice of the meeting.

1) "An addition to the pump room to provide for heat recovery and for periddic decontamination of coolers."

GE discussed the proposed addition to the pump room and additional equ.pment which ' ould make possible the extraction of heat from the storage pool water for use in heating and cooling other parts of the process building.

Equipment would arso be permanently installed for decontamination of the existing pool water coolers.

The proposed expansion woulu be an extension of the pump room to the west and would be constructed to the same or equivalent standards as the present pump room.

It is expected that the room would be about 16 ft x 32 ft in plan.

W Leland C. Rouse A new pump (to replace an existing unit) will circulate pool water through the heat exchanger to transfer heat to a heat pump system to be installed at another level in the existing canyon building.

The heat pump system is expected to utilize four 10-ton refrigeration units.

The decontamination equipment would consist of a makeup-circulation tank with a circulation pump and necessary piping to circulate decontaminating solution through the external heaters.

Decontamination solutions would be sent to the LAW vault.

GE asked if this activity would require any licensing action. They were advised to formally submit information concerning their plans, although it did not appear that the additions as described would require an amendment.

"Various experiments being considered by GE utilizing fuel in storage,"

GC would like to add to the license (t.y amendment of Chapter 10 of the Consolidated Safety Analysis Report) provisions corresponding to those of 1C FR Part 50.59 or the proposed 10 CFR Part 72.34.

This would pennit changes in the facility and in procedures as described in the CSAR or to conduct tests or experiments in the facility unless the test or experiment involves an unreviewed safety question.

GE was told that such a condition would have to include provisions concerning increased occupational exposure or environmental impact.

"A possible fuel decontamination test for Commonwealth Edison spent fuel (discussed in previous meeting on June 13, 1979)."

GE stated that no decontamination tests on Dresden fuel will be done at Morris.
