O'Reilly Georgia Power C'mpany hereby submits the following information in response to your letter of August 10, 1979, which transmitted Bulletin 79-19, " Packaging of Low-Level Radioactive Waste for Transport and Burial".Bulletin 79-19 identified actions to be taken by Licensees to assure the safe transfer, packaging, and transport of low-level radioactive was*.e. The following are plans of action and schedules for completion for each item specified in the Bulletin.
1.
A current set of NRC regulations is maintained at Plant Hatch Units 1 and 2.
A current set of DOT regulations has been ordered and should be available within thirty days.
2.
Plant Hatch ships all radioactive vastes to Chem Nuclear in Barnwell, S.C.
A current set of requirements placed on Chem Nuclear by the State of South Carolina is maintained by Plant Hatch personnel.
3.
Responsibility for the safe transfer, packaging and transport of low-level radioactive material is delegated thrtsugh the Plant Manager to the Operations Superintendent and Health Physicist-Radiochemist. Implementing procedures designate those individuals who are responsible for assuring the regulations are adhered to.

review of these procedures is in progress to make certain the responsibilitites are clearly defined. This review will be complete by November 15, 1979.
4.
Management approved, detailed instructions and operating procedures for the transfer, packaging, and transport of low level radioactive material are provided to personnel involved in the transfer, packaging and transport of low level radioactive material. These procedures and instructions will be reviewed and revised, where necessary, to emphasize controls on the chemical and physical form of the r aterial

and on the containment integrity of the packaging. This re-v vill be completed by November 15, 1979.

A training program will be developed for training personnel involved in the transfer, packaging and transport of radioactive material. A formal training class will be conducted by April 3, 1980. Retraining classes will be conducted on a bi-annual basis.
Records of training dates, attendees, and subject material will be maintained for compliance inspections. Personnel involved in the shipment of radioactive material will be kept informed, on a timely basis, of any changes to the regulatory requirements affecting these shipments.

A training program will be developed for training employees who

class will be conducted by April 1, 1980.
Retraining will be conducted on a bi-annual basis.
The training vill emphasize the mini =ization of waste and shipping requirements as to chemical and physical form and container integrity.
7.
The Hatch FSAR commits to an audit function of the Radioactive Waste Program on an annual basis.
This requirement is achieved by the site Quality Assurance Department performing audits against 10 CFR 50 Appendix B requirements.
The Quality Assurance Department audits of the Radioactvie Waste Program are on file in the plant documentation files and are available for NRC review.

The Hatch Quality Assurance Department has performed two audits of the Radioactive Waste Program in 1979.
In combination, these two audits have been associated with personnel qualifications, transfer, packaging and transport of low level radioactive waste.
The audit function meets the intent of this audit reqtirement.
9.1 This information can be found in the Semi-Annual' reports for radioactive releases for Plant Hatch.

9.3 No low level liquid radioactive waste, except for contaminated oil, was generated for 1978 and the first six months of 1979.
The slightly contaminated oil is in storage at Plant Hatch awaiting a satisfactory and acceptable disposal method.
