RESPONSE BY THE STATE OF TEXAS TO THIRD SET OF INTERROGATORIES FROM TexPIRG The State of Texas now files its Response to the Third Set of Interrogatories from TexPIRG. While the State of Texas does not acknowledge the legal responsibility to respond to interrogatories since the State is participating as an interested state only, the State will attempt to assist any party to this proceeding by answering reasonable interrogatories relevant to the contention.

1. The Department of Highways and Public Transpor-tation (DOH), has not done comprehensive studies of the transportation of hazardous materials on highways in Texas.

DOH regulations of hazardous materials has been limited to regulations on certain ferries and in the Baytown and La Porte tunnel. Some Information concerning the matters of the in te r-rogatory might be available from the Texas Transportation Institute at Texas A&M University.

2. The Railroad Commission (RRC) has not published any such studies. Sandra Joseph of the RRC [(512) 445-1357), is generally f amiliar with the available information in this area.

In addition, the U. S. Department of Transportation has published " Analysis of 1976 Rail Hazardous Material Flows" (SS-20-Ul-40) which covers the Houston Area. That work was done by Frank Hassler of Cambridge, Massachusetts. DOT has an office in Fort Worth and has a Motor Safety and Hazardous Materials Specialist.

3. Long-range population projections are not generally performed by the DOH. The Houston-Galveston Area Council, however, has population projections for that area, including Austin County. The Rice Center also is doing work on Growth options in the Houston area, and has some pcpulation pro]ections.

. 4. The Highway Department has a continuing study of the 13-county area around Houston. This Houston-Galveston Transpot tation Study includes Ft. Bend and Brazoria Counties ,

but not Austin County. I have asked Mr. Oliver F. Stork of the Houston office of the Highway Department to send to you a copy of the publications associated with this Transportation Study.

Population figures used in these studies would also be available from Mr. Stork at 6810 Katy, Houston (713) 869-3211,
