Three Mile Island Nuclear Station, Unit I Operating License No. DPR-50 Docket No. 50-2S9 Moderator Dilution Accicents This letter is in response to a telecon with Mr. DiIanni of your staff on November 21, 1979 Specifically, Mr. DiIanni requested Met-Ed to verify that all potential pathways for initiation of a moderator dilution accident have been reviewed and that both manual valves, one upstream and one down-stream of the ES-accuated valve, are closed prior to inservice inspection testing of the ES valve.
In response to the first request, Met-Ed has reviewed all potential pathways for initiation of a moderator dilutica accident (other than those listed in the TMI-1 FSAR and the Sodium Hydroxide injection) and discovered no other mechanism.
Ccncerning the second item for discussion, Met-Ed's procedures require both manual valves, which bracket the ES-operated valve, to be closed prior to testing the motor-operated valve, thus preventing e, moderator dilution accident occurring due to a failure of one of the manual valves.
