REQUEST FOR INTERCOCUTORY APPEAL I hereby request the Chairman of the Atomic Safety and Licensing Board to certify an interlocutory appeal to the Commission with respect to certain of the determinations made in the Board's MEMORANDUM AND ORDER of October 10, 1979.1 Specifically, I request that the following two matters be referred to the full Commission:
1.
Should Ocngressman Cellu: s be admitted to participate in the proceedings on the basis of his representative status as well as his personal status?
2.
May Congressman Dellums ta represented in the proceedings by staf f mambe-s not admitted to practice before a federal or state bar?
The AS' 3's adverse determinations on these two cuestions seriously impinges upon my ability to participate in these proceedings and, tnerefore, shou'd be revie'. led a-the earliest practicable mo: ent by the Commission.
