F 3 RADWASTE DISPOSAL, MISCELIANEOUS LIQUIDS SYSTEM

1.0 INTRODUCTION

1.1 Systen Functions The Radwaste Disposal - Miscellaneous Liquids System receives liquids, exclusive of reactor coolant, from the Service Building, Auxiliary Building, Fuel Handling Building and the Reactor Building Sump. These liquids are then process-ed to chemically neutralized and/or reduce the radioactivity level prior to discharge. The system provides the following functions for the liquids: 1. Hold-Up storage to allow radioactive decay. 2. Positive manual control of all releases. 3. Sampling of all batches before release. 4. Filtering and chemical treatment of releases. 5. Transfer path to the Unit No. 1 Miscellaneous Waste Evaporator System for volume reduction and radioactivity removal by evaporation. Neutralizer Pumps (WDL-P-8A and WDL-P-8B) 1.2.L Reactor Building Leakages, some relief valve discharges, decontamination wachdown drains and floor drains that exist in the Reactor Building drain to the Reactor Building sump. The liquid can then be pumped to the Miscellaneous Waste Hold-Up Tank WDL-T-2, or to the Auxiliary Building Sump Tank WDL-T-5, if the Miscellaneous Waste Hold-Up Tank is full or inoperative. After hold-up, recirculation, and samp-ling in the Miscellaneous Waste Hold-Up Tank or Auxiliary Building Sump Tank, the liquid is transferred to the Neutralizer Tanks WDL-T-8A or WDL-T-8B or the Unit No. 1 raa waste Evaporator. If the liquid is pumped to the ~ Neutralizer Tank, it is chemically processdd. Depending on radiation levels, the waste is then pumped to the Mechanical Draft Cooling Tower discharge or the Unit No.1 rad waste evaporator. 1.2.2 Service Buildina Waste liquids in the Service Building are collected in the Contamina'ted Drain Tanks. The Service Building wastes are mainly laundry type solutions whose radioactivity is very low or undetectable. t I920 100. _ _ _ _ _

i The tanks also receive liquids from the contaminated Drain Tank Room Sump Pump (WDL-P-18). After sampling the wastes may be discharged to the Unit I. Evaporator, Unit I .Miccellaneous Waste, Holdup Tank, Unit II Miscellaneous ~ Waste Holdup Tank, or the Neutralizer _ Tanks. In a Neutralizer tank, the liquid may be chemically treated. From th6 Neutralizer Tank the waste may be pumped to the Unit No. 1 Evanotator or to the Mechanical Draft Cooling Towers. 1.2.3 Auxiliary Buildina and Fuel Handling Building The Auniliary Building Waste System collects liquid from tank drains, reliefs, vents, filter drains, flush line drains, and all the Auxiliary Building and Fuel Handling Building floor drains. The wastes are pumped into the Auxiliary Building sump tank WDL-T-5. Af ter hold-up, recirculation and sampling, the liquids are normally pumped to the Neutralizer Tanks. After any necessary chenical treatment in the Neutralizer Tanks, and dependent on the radioactivity level, the liquids are directed to the plant discharge line or to the Unit No. 1 Miscellaneous Waste Evaporator. . Liquid wastes can be stored in the Auxiliary Building Sump Tank or the Miscellaneous Waste Hold-Up' Tank. In summary, all waste liquids are treated so the solu-tion is neutral or slightly basic. If the radioactivity level of the liquid is within acceptable limits, the wastes are released to the plant discharge line. If 5 1920 101 _4_

the activity level is not acceptable, the wastes are pumped to the Unit No. 1 Miscellaneous Waste Evaporator System. The Unit No. 2 Miscellaneous Waste Hold-Up Tank ca'h also be used for storage of Unit No. 1 miscellaneous waste. 1.3 System Desian Requirements The Radwaste Disposal-Miscellaneous Liquid Waste System is designed to collect, handle, sample and dispose of miscel-laneous liquid waste generated througi'out the plant. This system handles all radioactive liquid waste with the exception of reactor coolant which is bled from the Primary System or drained in large volumes from Primary System components. The system tanks and sumps are designed to store the average amount of liquids used or processed in one week. The average yearly quantities from which the average weekly amounts were derived is summarized in Table 18. The system is designed to minimize the radioactivity released to the environment. The system ensures that only liquids of radioactivity of less than 1% of the limits of 10CFR20, Appendix B, are released to the environment. Liquids are discharged in batches af ter the batch is sampled for radio-activity. The discharge paths are monitored for radioactivity and the discharge paths are automatically shutoff as radio-activity limits are approached. The system is designed to limit the radiation dose rate to 2 mr/hr at the shield wall. The equipment is located in t i920 102. "4N g - m,-we.mer . wmww &

individual cubicles shielded by concrete walls to minimize the dose rate. The system is designed to neutralize the liquid waste before it is discharged The liquid batches are sampled for pH and if the liquid does not meet the specification it is trans-ferred to the neutralizer tanks where caustic or sulphuric acid is added to bring the pH to 7. All system piping and accessories are designed for Class I seismic. System piping and tanks are constructed of 304 stainless steel with the exception or the caustic-sulphuric acid lines which are Carpenter-20. System design pressure is 150 psig and the design temperature is 200 F. Piping in N-3, cleanliness D and designed, constructed and inspected in accordance with ANSI B31.7, Nuclear Power Piping. Tanks are designed, fabricated and inspected in accordance with ASME III-C and require a code stamp. 2.0 DETAILED DESCRIPTION OF THE SYSTEM 2.1 Components 2.1.1 Contamina ted Drain Tanks, WDL-T-llA and WDL-T-llB Two contaminated drain tanks (Table 1), each with a capacity of 2,500 gallons, collect the liquid waste of the Service Building, Contaminated Drain Riser System and the Contaminated Drain Tanks Room Sump Pump. Urinal The tanks each have an outlet to the Contaminated Drain Pumps and each tank has a recirculation penetration from each pump. The tanks are vented to the atmosnhere through a common vent. The Contaminated Drain Tanks are located in the Service Building at elevation 280'-6". 2.1.2 Miscellaneous Waste Hold-Up Tank, WDL-T-2 The Miscellaneous Waste Hold-Up Tank ( Table 2) which has a capacity of 19,518 gallons, receives liquids from the following sources: a. Auxiliary Building Sump Tank b. Neutralizer Tanks c. Contaminated Drain Tanks d. Reactor Building Surup e. Neutralizer Effluent Disposal Pumps f. Deborating domineralizer back wash outlet g. i, h. Unit No. 1 Miscellaneous Waste System i. Demineralized Water System The tank also has connections to the Miscellaneous Waste Tank Pump suction, recircula tion, a caustic and sulphuric acid inlet, two nitrogen inlets, a vent, a gas sample con-nection and a relief valve. The Tank is normally nitrogen blanketed, but may be vented to the WDG System. To prevent acid splashing on the inner tank walls, the inlet piping extends into the tank 8 ft. The overall height of the tank is 10h ft. The Miscellaneous Waste Hold-Up Tank is located in the Auxiliary Building elevation 305 '. 2.1.3 Auxiliarv Buildinc7 Sump Tank, xDL-T-- 5 The Auxiliary Building Sump Tank, (Table 3), with a capacity of 3,155 gallons, can receive liquids from the following sources: a. Auxiliary Building sump b. Reactor Building Spray Pump Room sump c. Decay Heat Removal Pump Room sump d. Reactor Building sump e. Neutralizer Ef fluent Disposal Pumps f. Deborating Demineralizer back wash outlet g. Waste Gas Decay Tank and Compressor Drains h. Demineralized Water The tank also has penetrations for the Auxiliary Building Sump Tank Pump suctions, recirculation, nitrogen,a vent to the vent header / gas analyzer, domineralized water, and a relief valve. The Auxiliary Building Sump Tank is located in the Auxiliary Building at elevation 280'-8.". The tank is normally blanketed with nitrogen, but it may be vented to the WDG System. 1920 105, -. ~. -. - - -

2.1.'4 Neutralizer Tanks, NDL-T-8A and WDL-T-8B = ' The Neutralizer Tanks (Table 4), which have a capacity of 9,640 gallons per tank, collect liquid from the following to allow chem-ical treatment: a. Auxiliary Building Sump Tank b. Miscellaneous Waste Hold-Up Tank Unit No. 2 Spent regenerant from the Deborating Domineralizers c. d. Sulphuric acid c. Caustic f. Domineralized water g. Drain and flush from the Boric Acid Mix Tanks The tanks have connections for the Neutralizer Tank pump suction and recirculation. To prevent acid splashing on the inner wall of the tank, the inlet piping extends into the tank 10'-3/4". The overall height of the tank is 16' -9.25" above the 280'-6" elevation of the Fuel Handling Building. The tank is vented to atmosphere. The Tank inlet valves are interlocked so that only one source of waste or water treatmont may be added simultaneously. 2.1.5 Reactor Buildinc Sumo Pumns, WDL-P-2A and WDL-P-2B The Reactor Building drains, the fuel transfer canal drains, and the decay heat piping and relief valve discharge flow into the Reactor 3 Building sump. The 280 ft steel lined sump is partioned into a normally wet and dry section. During a LOCA the water in the wet section over flows into the dry section The Decay Heat Pumps may then take suction from flooded normally dry section. In this LOCA condition the Decay Heat Pumps also supply the Makeup and Building Spray Systems. The Reactor Building floor drain system receives discharges of some relief valves, de-contamination wash-down, some seal leakages, etc. Two Reactor Building sump pumps (Table 5), are provided to transfer the collected liquid through a discharge filter (WDL-F-8A or'WDL-F-8B) to the Miscellaneous Was te Hold-Up Tank. with a capacity of 200 gpm. The pumps motors are rated at 7.5 HP and are powered from MCC 2-32A for pump 2A and MCC 2-42A for pump 2B. Each pump is controlled by a (MAN-OFF-A UTO) selector switch located on Panel No. 301. When selected to AUTO, the pumps operate alternately on a permissive water' level from level switch WDL-LS-1315. If the level in the sump continues to rise, the high level switch sends a signal that starts the second sump pump and sets off an alarm on the Radwaste Panel No. 301. The pumps automatically stop a t a pre-set low level. If the selector switch is selected to MAN, the selected pump will run until the low level is reached. The pumps and associated Reactor Building isolation valves (WDL-V126 and WDL-V271), receive an ES signal which rtops the pumps and shuts the valves during a LOCA. Indication is provided on Panel No. 301. 2.1.6 Auxiliary Building Sump Pug, WDL-P-3A and WDL-P-3B The Auxiliary Building floor drain systems, the Borated Wa ter S torage Tank drain, and some relief valves flow into the Au: iliary Building Sump. The Auxiliary Building sump is a 6 foot deep, stainless steel lined, concrete pit with a capacity of 1022 ft. The Auxiliary Building floor drain system collects contaminated and non-contaminated liquids including some relief valves, over-flows, tank drains, cooler drains, wash down drains etc. The pumps discharge to the Auxiliary Building Sump Tank via filter WDL-F-3A or 3B, or bypass valve WDL-V315. Each sump pump (Table 6), is controlled by a (IG N-OFF-A UTO) selector switch located on panel 301. The operation of the pumps is similar to that described for the Reactor Building sump pumps (2.1.5), except the Auxiliary Building Sump pumps do not receive an ES s{gnal.. a stage centrifugal with a capacity of 100 gpm each. The pumps are driven by 3 HP motors which are powered from MCC 2-32A for pump 3A and MCC 2-42A for pump 3B. Indication is provided on Panel No. 301. 2.1.7 Reactor Building Spray Pumps Room Sump Pumps, WDL-P-17A and WDL-P-17B Each Reactor Building Spray Pump Room has a sump which collects all leakages and equipment wash down drains. The sump is a 4 foot deep, stainless steel lined concrete pit with a capacity of 48 ft. Each sump has a sump pump (Table 7), WDL-P-17A and WDL-P-17B, which discharge through filters WDL-F-3A and WDL-F-3B to the Auxiliary Building sump tank. Each pump is a single stage centrifugal with a capacity of 50 gpm. The pumps are driven by a 7.5 HP motors which are powered from MCC 2-32A for pump 17A and MCC 2-4 2A for pump 17B. Pumps are controlled by a (ON-OFF) control switch located on the Radwaste Panel No. 301. When selected to ON, the pump will start and niop at pre-set levels. Red-Green pilot lights provide indication on Panel No. 301. 2.1.8 Decay Heat Removal Pump Room sump Pumps, WDL-P-16A and WDL-P-16B Each Decay Heat Removal Sump Room has a sump which collects all leakages and equipment wash down drains. The sump is a 4 foot deep, stainless steel lined, concrete pit with a capacity of 48 ft. Each sump has a sump pump (Table 8), WDL-P-16A and WDL-P-16B, wh[ch discharge through filters WDL-F-3A and WDL-F-3B to the Au?:lliary Building sump tank. Each pump is a single stage centiifugal with a capacity of 50 gpm. The pump motors are 4 rated at 7.5 HP and are powered from Mcc 2-32A for pump 16A and 1920 108 _11_ O

MCC 2 -4 2A for pump 76B. Pumps are controlled by (ON-OFF) control switch located on the Radwaste Panel No. 301. When selected to ON, the pump will start and stop at pre-set levels. Indication is provided on Panel No. 301. 2.1.9 Contaminated Drain Tank Room Sump Pump, NDL-P-18 The Contaminated Drain Tank Room has a sump which collects all leakages and equipment wash down drains. The Contaminated Drain Tank Roor6 sump is a 3 foot deep, stainless steel lined, 3 concrete pit with a capacity of 18 ft. The sump has a sumo pump (Table 9), WDL-P-18, which discharges to contaminated dra in tank WDL-T-llA or WDL-T-llB. The pump is a single stage centrifugal with a capacity of 50 gpm. The pump is driven by a 1.5 Ho motor which is powcred from BUS 2-37. The pump is controlled by a (ON-OFF) control switch located on the Radwaste Panel No. 301. When selected to ON, the pump will start and stop at pre-set levels provided sufficient suction pressure is available. Red-Green pilot lights provide indication on Panel No. 301. 2.1.10 Contamina ted Dra in Pumns, NDL-P-15A and WDL-P-15B The Contaminated Drain pumps discharge liquids from the contaminated Tanks to either Unit 1 or 2 Miscellaneous Waste -Holdup Tank,_ Evaporator, or Unit 2 Neutralizer Tank (there-af ter the wastes can be discharged to the river). The pump can ant discharge directly to the river. The pumps normally discharge through contaminated drain filter WDL-F-7A or WDL-F-7B. A filter bypass is also provided The pumps are single stage centrifugal with a capacity of 50 gpm each driven by a-10 HP motor. The pumps are controlled by a (STOP-START) selector switch located on the Radwast Parel No. 301. respectively. Indication is provided on Panel No. 301. A pressure switch WDL-PS-3021 or WDL-PS-3022 will prevent starting the pumps unless sufficient suction pressure exists. 2.1.11 Miscellaneous Waste Tank Pumps, WDL-P-GA and WDL-P-6B The Miscellaneous Waste Tank pumps (Table 11), are used to discharge liquid from the Miscellaneous Waste Tank to the Neutralizer Tanks or to the Unit No. 1 Miscellaneous Waste Evaporator. The pumps are single stage centrifugal with a capacity of 50 gpm each driven by a 2 HP motor. The pumpa are controlled by a ( STOP-START . ) selector switch located on the Radwaste Panel No. 301. Power supply is from MCC 2-32A and MCC 2-42A for Pump 6A and 6B respectively. A pressure switch, WDL-PS-1339 and WDL-PS-1340, will prevent starting the pumps unless sufficient suction pressure exists. Indication is provided on Panel No. 301. 2.1.12 Auxiliary Buildina Sump Tank Pumps, WDL-P-4A and WDL-P-4B The Auxiliary Building sump tank pumps (Table 12), discharge liquids to the Neutralizer Tanks, the Miscellaneous Waste Hold-Up Tank or to the Unit No. 1 Miscellaneous Waste Evaporator System. The pumps are single stage centrifugal with a capacity of'30 gpm each driven by a 3 HP motor. The pumps are con-trolled by a ( STOP-START ) selector switch located on the Radwaste Panel No. 301. Power supply is from MCC 2-32A and MCC 2-42A for pumps 4A and 4B respectively. A pressure switch, WDL-PS-1372 and WDL-PS-1373, will prevent starting the pumps unless sufficient suction pressure exists. t Indication is provided on Panel No. 301. 3-1920 110 er - w w A %+-- .-e.. ~_ .--.r...~_

{.1.lh Neutralizer Tank Pumps, WD L-P-RA and WDL-P-8B The Neutralizer Tank pumps (Tabic 13), discharge liquid to the plant discharge line, Unit No. 1 Miscellaneous Waste Evaporator system and the Miscellaneous Waste Ho'ld-Up Tank. The pumps discharge through filters WDL-F-4A and WDL-F-4B. The pumps are single stage centrifugal with a capacity of 50 gpm each. The pumps are controlled by a (STOP - START) selector switch located on the Radwaste Panel No. 301. The pumps are interlocked with Radiation Monitor WDL-R-1311, in the plant discharge line, so that the pumps will stop if a high radiation level is sensed and WDL-V100,Dischargc.to Mechanical Draft Cooling Tower, is opened. WDL-V100, will also shut on a high radiation signal. Only one of the two pumps may be running at one time. There is no pressure switch to stop the pump with low pump section. The pumps are powered from MCC-2-32A and 2-32A for pumos 8A and BB resnectively. 2.1.14 Indication is provided on Panel No. 301. Luxiliary nuildina Sum, Filters, MDL-F3A and WDL-F-3B Two cartridge type filters (see Table 14) are installed in parallel paths between the Auxiliary Building sump pumps and the Auxiliary Building sump tank. The filter housing is con-structed of stainless steel and the disposable cartridge is constructed of corrugated, epoxy impregnated, cellulose fiber. The filters are designed to remove trace quantities of particulate radioactive wastes of granter than 100 microns from process lines. 2.1.15 Netitralizer Tank Filters, WDL-F-4A and WDL-F-4B Two cartridge type filters (see Table 15 ) arc installed in parallel paths in the discharge of the neutralizer tank pumps. The filter housing is constructed of stainless steel and the disposable caltridge is constructed of corrugated, epoxy impregnated, cellulose fiber. All tank pumps have a flow orfice acrose which ~ differentail oressure is read. Differentail pressure may then be converted to flow. Fifty gallons per minute corresnonds to 100 inches of water pressure differentail. All sumo pumps are ( controlled by the sump level. With the exception of the Neu-i920 112 -1s_ 9

tralizer Pumps, all tank pumps have a pressure switch which stops the pump at a low level. The interlocks of the Neu-tralizer Tank Pumps (NDL-P-8A&B), the pumps discharge' valve to the Mechanical Draft Cooling Tower (WDL-V100), and the Tank inlet valves (WDL-V235A, 235B, 235A, and 236B)' are discussed in sections 2.1.4 and 2.1.13. All tank pumps are provided with discharge flow indication. The Miscellaneous Waste Tank pumps and the Auxiliary Building sump tank pumps are orovided with discharge pressure indication. The Mis-collaneous Waste Hold-Up Tank and the Auxiliary Building sumo tank are provided with pressure indication and a relief valve. All filters have a high differenetial pressure alarm which indicates a clogged filter. The Neutralizer Tanks are provided with local and remote tank temperature indication. Normally with increasing level, only the Reactor Building Sung-Pump starts which did not run during the previous oumodown. If the water entering the sump increases.the level to the Hi Hi alarm level, the idle pumo also starts. Auxiliary Building sump tank are provided with pressure indi-cation and a relief valve. All filters have a high differen-tial prescure alarm which indicates a clogged filter. The Neutralizer Tanks are provided with local and remote tank temperature indication. For a specific description'of the instruments and controls, see Table 16. 2.2.2 Alarms cnd Protective Devices For information on alarms in the system, see Table 17. The Miscellaneous Waste Hold-Up Tank, and the Auxiliary Building sump tank are protected from overpressure by a relief valve, set at 20 psig. The Reactor Building Sump Pumps, WDL-P-2A & 2B stop and their associated containment isolation valves, WDL-126 and 271 shut on an ES signal. The Miscellaneous Waste Tank and contaminated Drain Tank Pumps are interlock with pressure switches to ensure minimum operating suction pressure. 3.0 PRINCIPAL MODES OF OPERATICN 3.1 Startup The system is normally in operation to receive liquids as described in Section 1.2 However, individual sump pumps are started by placing the appropriate selector switch to the AUTO or ON position as appropriate. In order to start collection tanks and their associated pumps, a proper valve line up is insured. The tanks are then recirculated to obtain a representative sample, and then the tanks are discharged. The Miscellancour, Waste Holdup Tank, ' IDL-T-2, and Auxiliary Bujiding Tank. WDL-T-5, are isolated from the WDG System and nitrogen Elanketed. 3.2 Normal Ooeration The onoration of the miscellaneous waste system is by automatic and remote manual modes. Automatic control is used where necessary for safe system operation, such as control of sump oumps. Other operations are accomplish-ed by remote manual control because operations of this type mainly involve intermittent batch type operations. Sampling orovisions are provided throughout the system for determination of chemical and radioactivity levels. Where local campling is required, the sample collection is located on the recirculation line so that a sample is obtained while the tank is being recirculated. Gas samples from the Auxiliary Building sump tank and the Miscellaneous Waste Hold-Up Tank are routed to the gas analyzer, and the contaminated Drain Tanks. Liquids collected in the Auxiliary Building sump tank, the Miscellaneous Waste Hold-Up Tank, and the contaminated Drain Tanks are recirculated and sampled in order to determine a discharge flow path. If chemical pH ad-justment is required, in order to adjust the pH to 7, the liquid is pumped to the Neutralizer Tanks. The inlet valves of the Neutralizer Tanks are inter-locked such that only a tank can receive liquid from the same source any one time. The Neutralizer Tanks have separate inlets for chemical additions. The tank pumps; WDL-P-4A, 4B, 6A, 6B, 8A, 8B, 15A, ISB; have scal water to prevent radioactive leakage. 3.3 Shutdown In order to shut down any individual sump or sump pumps it is only necessary to place the control switch to the OFF position. Shut down of collection tanks and associa-tcd piping and valves is accomplished by placing the respective pump control switch to the off position. Individual tanks, pumps, or sumps shut down can be accomplished without limiting overall system operation. 3.4 snecial or Infreauent onoration Scool piece installation is required in order to provide nitrogen and/or domineralized water to various parts of the system. Normal radiological precautions must be observed while installing and removing spool pieceu. Tanks and piping are provided with connections to the Domineraliacd Water System to facilitate decontamination. 3.5 Emergency In the event of a failure of a tank pump, the associated pump is used to recirculate and discharge liquid from the tank. Two sump pumps are provided in the Reactor Building sump and the Auxiliary Building sump for re-dundancy in the event of a pump failure. ( e 1920 116 .- ~.. - -

d.0 HAZARDS AND PRE' CAUTIONS 4.1 Hazards A possible release of radioactivity exista when installing or removing spool pieces. The following hazards must be considered: Inadvertent release of a radioactive batch from a storage tank to the environment. A break or leak in the system releasing radioactivity to the building. 4.2 Precautions The following features are provided which prevent the system from releasing liquids with radioactivity level above preset limits into the plant discharge, and minimize the results of leakage into the building in which the sump is located, i.e. Auxiliary Building, Service Building or Reactor Building. a. Safety Features Actuation System which isolates the part of the system that exists inside the Reactor Building in the event of loss of reactor coolant. b. Sampling of all batches before release. c. Positive manual release of all batches. d. Redundant monitors in the plant discharge line which close the line valve and shut down the discharge pumps if radioactivity levels above a preset limit are detected. e. The components of the system are located in separate cubicles as a precaution for breaks and leaks. Further-more, the cubicles are maintained under negative pressure to direct airflow away from personnel in the operating area. Also, the cubicles are construcped to provide 1920 117

shiciding and controlled access to minimize exposure of personnel during operation and maintenance. f. Drains from leaking equipment are directed to the building sumps to contain all leakage within the build'ing. g. Large volume leakage from Reactor Coolant Pump seals and valve stem within the Reactor Building may be returned to the Reactor Coolant System without processing (see Reactor Coolant Leakage Recovery System Description, Indo:: No. 64).
