Dear Mr. Helfrich:

Enclosed please find two letters dated September 11, and October 4,1979,,

respectively, and an application from Pittsburgh-Des Moines Steel Company requesting a license to export 4 sets of personnel airlocks to South Africa for use in the Koeberg Nuclear Power Station.

In the October 11 letter, you will note that it is the opinion of the applicant that an NRC export license may not be required for this type of equipment.

In regard to this, we are seeking technical views from our NRR office.

W. J. Wooley Company, who also submitted an application for the export of similar equipment to South Africa (XCOM0303), was advised of this.

Before taking action on Pittsburgh-Des Moines' application, we would appreciate your views, i.n accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests of the United States, including the common defense and security, and whethly the proposed expdrt meets the applicable criteria in the Atomic Energy Actus amended by the Nuclear Nonproliferation Act of 1978.
