Docket :To. 50-289 Cperating License ??o. DPR-50 The purpose of this letter is to inform your office of a situation which could be censidered to represent cur not having =et the require =ents of TMI-1 Technical Specification I..h.2.lA., " Inservice Tenden Surveillance Prcgrs=."

Mere specifically, please be advised that (a) because the pre-vious Structural Integrity Test was ccepleted on March 10, 197h, we censider the latest required ccepletien date for the currently in-process Inse:"tice Tenden Surveills.ce Progra= to have been June 10, 1975 (i.e., cne year frc=

March lo,197h, plus an alleved 25% variance), yet (b) ve currently antici-pate not ec=pleting the subject surveillance program until abcut June 30, 1975 There are several facters which gave rire to this situation, and they consist primarily of nere having been (a) unfereseen proble=s which resulted in not being able to cec =ence the progra= when originally desired, and (b) what ve have censidered to i:e an inappropriate interpretaticn of the subject T:C-1 Technical Specification require =ent, in that it had been erronecusly assumed that we simply had to start the progra=, vice cceplete it, by June 10, 1975 As previously stated, it is currently anticipated that the subject surveillsnee progra: vill be ec=pleted by about June 30, 1975 Further, it shculd be noted that a.

To date there have been no deficiencies discovered during the subject inspection progrs=,

The chance of there being any deficiencies is considered to be highly unlikely, and c.
