Dear Mr. Davis:

I have been referred to you by Mr. Ronald Haynes of your King of Prussia office. We represent the Pennsylvania Flectric Company and its parent, General Public Utilities.

de have been retained by our clients to conduct an indepen-dent investigation of the pouring of the ring girder at Three Mile Island Unit No. 1. In connection with that in-vestigation we seek your Agency's cooperation with respect to three different areas.

1. We would like to have an opportunity to talk to your inspectors at that time particularly, S. A. Folsom, J. H. Tillou, D. Hunnicut and M. Howard,though there might be others whose information would be valuable.
2. We would like an opportunity to inspect your files to the extent that they contain supporting data for the re-ports which were issued at that time.

were similar ring girder informed that, in fact, designs successfully poured prior to, and contemporaneous with, the pouring of the Three Mile Island ring girder, and that these pours did not develop similar problems. I can not imagine anyone who would have a better perspective on this question than your Agency and would appreciate any assistance you could provide which might resolve this question.

We are working under considerable time pressure in this matter.
