'Ihis review and evaluation considered the duties, responsibilities, and authority vested in 7erscas responsible for verificatica of quality by testing, inspecting, and auditing. We also revicued the organi:ational arrangement and the administrative control and technical direction exercised over these persons with particular attention given to freeden and independence from the pressures of costs and schedules.
Based on our evaluation, we concluce that sufficient authority and organizational freef.om exists to enable QA personnel to perfom their critical functions effectively and withcut reservatica for the design and constmction of the Tnree. ile Island Suclear Station, Unit 1.
