Dear Mr. Lear:

Three Mile Island Nuclear Station Unit 1 Docket No. 50-289 Operating License No. DPR-50 In response to your letter of March 21, 1975 regarding an apparent design inadequacy of the loop seals on various components associated with the plant vent header system, please be advised with regard to our design modification schedule that a prelimin. rf redesign has been prepared and is undergoing a.

review by our Corporate Technical Support Staf f and effected

vendors, b.

following the required approvals of this redesign, a specific schedule for material procurement and implementation of the modification will be available by June 1, 1975, c.

when available, the above referenced specific schedule will be forwarded to your office, and d.

we anticipate being able to implement the design modification prior to start-up following the first refueling.

Further, with regard to nodifying our existing Technical Specificaticns,

we feel such modifications are unnecessary, and therefore, are not cost justified for reasons as follows:

a.

none of the events in question (i.e. Non-Routine 10 Day Reports 74-01, 74-02, 74-03, and 74-04, and Abnormal Occurrence Report 75-04) were determined to have threatened the health and safety of the public, for reasons as described in the respective reports,

and b.

since the date of the last event (Abnormal Occurrence 75-04, January 23, 24, 1975) a review of those procedures covering 1485 143

evolutions which could have an effect on the vent header pressure has been conducted, and appropriate revisions have been made to guard against f uture recurrences.
