This is in recponce to your August 3rd report on the above-referenced inspection, uhich was conducted for the purpose of discussing with Met-Ed management a new inspection progran to bc inple ented at ~;::I-l on a trial basis. Since the inspection we have had an opportunity to consider the proposed progran and find that we have at least one major concern regarding it.
As discussed at the inspection uceting, this concern involves that aspect of the program which would place the sana importance on all require =ents for compliance regardless of how f requently they have to be perfor.2d.
As we see it, such a practice would greatly dininish the c red ibilit:. of the final probability statencnt you wish to make and would, in the preccss,
present a misleadin~., pic:ure of Me t-Ed 's attempts to achieve a ta::irun level of compliance at T'!I-1.
Accordingly, we request a second meeting between whatever :inC representativas you think appropriate and ::e t-Ed mana cement to discuss this one aspect of the program and related items of conce m to us.
