"'his letter is sub=itted as an interim fc11cv-up to a report sub=itted by cur Mr. J. G. Herbein to the :Iuclear Pegulatory Cennission, Regien 1 office en February 26, 1975 As was described in the original report { attached as enclosure (1)}, a loss of ventilation air flew through the auxiliary building had led to a buildup of radicactive gases in the building and an eventual discharge of these caterials in concentra'.icns which were greater than ner=al.
As a result of subsequent investigations, however, please be inforned that
- 1) this situation did not endanger the health and safety of the public in that a.
none of the Technical Specificaticn limits were exceeded, b.
none of the Maximum Permissible Ccncentratien (MPC) li=its for releases to unrestricted areas, as specified in 10 CFR 20 Appendix B, Table 2, were exceeded. and c.
no individual en site at the time of the situatien received a radiation dose in excess of the limits fer radiatien verkers as given in 10 CFR 20 Appendix 3, Table 1,
- 2) there are presently no kncvn sourc 3s of radioactive leakage that eculd have centributed to the situatien's having occurred, although a design inadequacy and/or =aterial failure is believed to be causing higher than ner=al icv level releases into the auxiliary building, 3

ve intend to submit to your offices by March 26, 1975, a repcrt on the status of these investigatiens in acecrdance with the Three Mile Island Unit 1 Technical Specificaticns, Section 6.7.2.b.
