Dear Sir:
This is in reference to your letter of September 14, 1979 which states your directive to terminate Pullman Power Products from authori::ation to deliver licensed material to a carrier for transport because of lack of a Quality Assurance Program.
Pullman Power Products submitted a Quality Assurance Program to the Nuclear Regulatory Commission on June 9, 1978 which was formally approved on June 29, 1979. Our Docket Number assigned is 71-0184. Also forwarded to you were seven (7) additional copies of our Program for vour distribution.
I believe this problem originated with the Corporate name change from The M.W. Kgilogg Company to Pullman Power Products. You addressed your letter to The M.W. Kellogg Company which no longer exists by virtue of A=mendment Number thirteen (13) and sixteen (16) to our License Number 37-08042-01.
Attached are letters and A=cendments that vill hopefully clarify this matter.
Also included is Technical Operations Quality Assurance Program approval from whom we procure our source material.
We will very much appreciate your expediting this matter so that we may continue our Radiation Program.
If any additional information is deemed necessary please feel free to contact the writer.

Pursuant to the Atomic Energy Act of 1954, as amended,the Energy Reorganization Act of 1974, as amended, and Title 10.
Code of Federal Regulations, Chapter 1, Part 71, and in reliance on statements arvi representations heretofore made in item 5 by the person named in Item 2,the Quality Assurance Program identified in item 5 is hereby approved. This approval is issued to satisfy the requirements of Section 71.51 of 10 CFR Part 71. This approval is subject to all applicable rules, regulations, and orders of the Nuclear Regulatory Commission now or hereafter in effect and to any conditions specified belcw.

Activities conducted under applicable criteria of Appendix E of 10 CFR Part 71 to be executed with regard to transportation packages by September 1,1979.
B.
The shipping activities authorized by this approval are procurement, mainten-ance, repair, and use. All other shipping activities (i.e., design, fabrication, assembly, testing, and modification) shall be satisfied by obtaining certifi-cations from package suppliers that these activities were conducted in accordance with an NRC-approved QA program.
It shall remain the responsibility of the licensee-user that all transportation activities meet the requirements of 10 CFR 71.51.
