Dear Prof. Schrock:

License No. R-101 was renewed for thirty (30) years on September 28, 1979, and your license will now expire on February 3, 2005. Your letter dated May 14, 1979, stated your intentions to implement the updated Technical Specifications within 12 months after approval. The Technical Specifications were approved concomitant with the license renewal. You have ample time to develop / revise your operating procedures; however, the Technical Specifi-cations are effective upon receipt of the approved amendment.

In this regard, to clarify any possible minunderstanding, specification 4.3 regarding the internal of inspection of fuel elements is interpreted as follows:

The inspection conducted in 1968 shall equate to the inspection for 100 pulses, the 1979 inspection shall equate to the inspection for the first 500 pulses, and follow on inspection shall comply as described in the Technical Specifications.
