Dear Sir:

Subject Changes to Maine Yankee Security Plan Maine Yankee met with members of the NRC staff on August 14, 1979, to discuss the results of the LASL confirmatory vital area analysis of Maine Yankee, and other ma tters.

At the meeting Maine Yankee agreed to revise its Security Plan, reference (b) to accomplish the following:

1.

To commit to access controlled area level access controls for the cable spreading room. These measures have been in ef fect for some time although they are not required.

Thus, this commitment in reality is for the purpose of converting voluntary measures to required measures which cannot unilaterally be discontinued.

I Upon further review we believe that this commitmeat had already been made in the approved Security Plan, (reference (b)) and that no further action on this commitment is necessary.

Section 5.0, pages 65 and 66, contain a discussion of access controlled areas and their protection by barriers, intrusion alarms, anu card key locked doors.

On page 66 in the same section, the cable spreading rooms are specifically designated as access controlled areas.

Section 4.6, beginning on page 62, describes the use of the card key system to restrict access to access controlled areas end control of issuance of card keys to individuals on the g

basis of need.

To implement compensating measures for protection of the spent fuel pool during and following refuelings whenever the spent fuel radionuclide inventory e=n be associated on a best estimate basis with 10CFR100 accident dose limits. This period would begin when newly discharged spent fuel added to the pool inventory brings the total pool inventory to this level and would end shortiy thereafter when removal of spent fuel (e.g. for reinsertion) or naturally occurring decay of the radionuclides in spent fuel combined to reduce the inventory below this level.

Chapter 9 of the Maine Yankee Security Plan has been revised to meet this commitment. We are attaching revised pages 67, 92 and 93 with margin lines identifying the changes for insertion in your copy of the approved Maine Yankee Security Plan, (reference (b)).

We are also attaching a revised cover page No. I showing the change in title from " Modified Amended Security Plan *" to " Security Plan".

In our continuing review of the Maine Yankee Security Plan we note that some of the text on page 42 may not be clear, so we have made minor changes to clarify the intent. A revised page 42 is attached.

The above revisions have been determined not to decrease the effectiveness of the Maine Yankee Security Plan and therefore do not require prior Commission approval, as indicated in 10CFR50.54(p).

The attached information, along with the entire Security Plan, is considered proprietary and shall be withheld from public disclosuce pursuant to 10CFR Part 2.790.
