'M Docket No. 50-289 Abnor=al Occurrence No. A0-Th-2 In accordance with Technical Specificaticns for the Three Mile Island Nuclear Statica Unit 1, Secticn 6.7 2.a.h., we are reporting the folleving incident as an abnormal occurrence ( AO-Th-2) as defined by Section 1.8.a.
At 1100 on April 22,197L, during initial fuel loading, the pressure svitches for the High Peacter Building Pressure reactor trip were decreased by Instrument Technicians frc= L.0 psig to a =cre conservative setting of 3 75 psig to account fcr pctential set point errors. The Test Ccordi-nator, in reviewing the test results, discovered that the as-found setting for Channel A was 4.1 psig and for Channel D was h.15 psig, which ecnsti-tutes safety system settings less conservative than the li=it of h.0 psig as defined by Section 2 3.1 and Table 2 3-1 Ite 8 of Technical Specifica-tiens.
Based upon a review by on-site engineering persennel of the Technical Manualc-for the associated equipment, the pctential set pch errer was concluded to be +C.135 psig. The Plant operatiens Review
-4ttee (FCRC) met prc=ptly after the incident, concurred with the analysis of the set point error, and recc==?nded to the Plant Superintendent that the new set point of 3 75 psig was adequate to prevent recurrence. The Plant Superintendent has ccccurred in this finding.
