Dear Gir:
Three Mile Island Nuclear Station, Unit 1 (Tu -1)
Operating License.3.
DFR-50 Docket No. 50-239 Fire Protection Met-Ed letter of July 28,1978 (004129h) stated that a study had been initiated to determine which alternative (i.e., replacement, establishing acequacy through tests, or certification by a registered independent fire protection engineer) vill be pursued such that the fire rating of all un-labeled doors can be established, and corrective action, if any, can be accomplished.
Results of the study to date indi.cate, (1) door replacement would cost an the order of $500,000.00 to accc=plish (appro:cimately 50 dcors X t10,000.00 per door), and would be a very long-term project; (2) testing a representative decr requires verification that it is, in fac 4 representative cf the doors being qualified; and (3) certification by a registered fire protection engineer vould consist of a signed statement indicating that the doors 'hppear" to be rated fire decrs.
- he above alternatives were 11scussed with the NRC on several occasions during the week of September h,1978. Met-Ed req 1ested NRC respcnse to replacing only the doors, i.e., leaving the door frs=es imbedded in concrete.
"his would reduce the cost in the first alte: native to apprcximately $50,000.00, and significantly reduce the time required to complete the modificatien. The NRC stated that this vculd be unacceptable.
Met-Ed does not, at this time, prepcse to pu* sue testing cf a representative door because of the subjectiveness in verifying that the doer tested ic, in fact, a representative docr.
Based on NRC guidance, Met-Ed vill perform a ecmplete OA dccumentation search to, (1) identify the purchase orders for the installed decrs, and the specifica-tion that the decrs were ordered under; (2) compare the specification to the rated decr specification; (3) identify the locations where the doors identified J485 3

- ggi, were installed; (h) justify adequacy based en the fire loading on each side of the door. It is antiaipated, that if successful in retrieving the above documentatien, Met-Ed vill have justificatien for stating that the decrs are acceptable and replacement in all cases vill not be necessary.
Met-Ed anticipates that the above CA documentation search vill be centleted by October 31, 1978. :iRC vill be advised upon corpletion of this investiga-tion with proposed fixes if appropriate.
Sincerely, e
