Docket No. 50-269 Emall Break LOCA In accordance with the recent discussicns with the NRC staff, enclosed are the results of the A'IALYSIS OF SMALL EREAKS IN THE REACTOR CCOLA'IT PUMP DISCHA?GE P"?ING FOR THE EW LOWERED LOOP 177 FA PLANTS, APRIL 6, 1978 conducted by EW vhich demonstrates continued ecmpliance of T'C-1 with 10 CFR 50.46.
This analysis was su' emitted to the Staff by 3W cn April 25, 1978. Met-Ed has reviewed the analysis and concurs with EW's determination.
Met-Ed requests that the :iRC review the enclosed material and apprcve continued operation of CH-1 et 2535 megawatts thermal (1005 full power cperatien).
CC-1 is expected to have ccepleted fuel relcad evolutions and be ready for zero power physics testing by April 27, 1978. We accordingly request that the NRC complete its review and confin cur finding of T'C-l's centinued cc=pliance with 50.h6.
In the event, however, that ::aC is un-able to cceplete fully its review on this expedited schedule and make such determination, Met-Ed requests pursuant to Section 50.12 of the Cc=missien's regulaticns, an exemption from Secticn 50.ho.
The bases for cur exemptien request is our belief that the enclosed material de=cnstrates that the CH-1 ECCS vill conform to the performance require-cen s of 10 CFR 50.h6(b) and that operatien at 2535 megawatts the mal is fuliy justified frcm the standpoint of public health and safety, vill not encanger life or property or the cct=cn defense and security, and other-vise is in the public's best interest.
Inability to operate CC-1 vill result in unnecessary expenses to "et-Ed and its custcmers and cause other-vise unnecessary utilisation of more expensive generating units en licensee's syete=.

Met-Ed has revised the appropriate TMI-l procedures (E=ergency Procedure 1202-6, Loss of Reacter Ccclant/ Reactor Coolant Pressure and Operating Procedure 110h-2, Makeup and Purificatien De=ineralization) as follevs:
1.
E=ergency Procedure 1202 revised to detail the operator respense (see belev).
2.
Cperating Procedure 110h revised to permit cperatiens with one of the makeup pump disc large cross-connect valves cpen and the other ont clo se d.
There vill be two (2) operators designated to respond to a small break LOCA, (1) Control Rcc= LCCA Operater, staticned in the control rect and trained to recognize the symptc=s and respond 'o a small break LOCA, and (2) Auxiliary Euilding LOCA Operator, stationed en the primary side of the plant, and trained to respond to a small break LCCA. The Control Ecom LOCA Operatcr vill, within two (2) minutes after the event, analyze his indications and determine if there is a less of offsite pcVer con-current with a diesel cr makeup pump failure and a small break LOCA.
In the event of that occurrence, by time T = 2 minutes, the Centrol Rec = LOCA Operater vill direct the Auxiliary Building LOCA Operator to proceed to the makeup pump discharge cross connect valve and open it.
The Control Roc = LOCA Operator vill then proceed tc the HPI valves en the affected train. The Auxiliary Building LOCA Operator vill take, at a maxi =um, one minute to arrive at the cross connect valve and at time T = 3 minutes, be opening the cross connect valve. Opening of the cross connect valve vill take s maximum of two minutes, therefore, at time T = 5 minutes the cross connect valve vill be fully open.
As described above, when the Centrol Ecom LOCA Operator has directed the Auxiliary Building LOCA Operator to take the required action, he vill then proceed to the HPI valves en the affected train, arriving in two (2) minutes.
I==ediately upon arrival, at the HPI valves, time T = h minutes, the Centrol Roc = LOCA Operator will establish ec==unication en the head set with the Control Roc = and begin to cpen the affected train HPI valves and vill achieve minimum f1cv vithin one minute (T = 5 minutes). The EPI valves vill be operd manually to obtain 125 sp: flev per les concurrent with balancing ficv to 125 gpm in tne unaffected leg electrically frc= the Centrol Rect.
This balancing evolution vill take less than 5 minutes and vill be ec=pleted by time T = 10 minutes. Prior to the balancin6 evolution the Control Roc = CEO shall verify that the normal makeup valve is closed.
Met-Ed review co==ittees have reviewed these procedure revisions and have determined that (1) there is no increase in the probability cf occurrence or the consequences of an accident er =alfunction of equipment important to safety previcusly evaluated in the safety analysis repcrt in that the procedure revisions mitigate the consequences of the accident previcualy analyzed ; (2) no possibCLity for an accident or malfunction of a different type than any evaluated in the safety analysis repcrt is created in that the majcr ccncern, i.e., pump rancut, vill not occur under the operator action specified abcve; and (3) the margin of safety as defined in the bcsis for any technical specification is not reduced in that 10 CPR 50.ho acceptance criteria is net exceeded.
