l UNITED STATES NUCLEAR REGULATORY g MMISSION DOCKET N0. 50-289 METROPOLITAN EDISON COMPANY JERSEY CENTRAL POWER AND LIGHT COMPANY PENNSYLVANIA ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 30 to Facility Operating License No. DPR-50, issued to Metropolitan Edison Company, Jersey Central Power and Light Company, and Pennsylvania Electric Company (the licensees), which revised Technical Specifications for operation of the Three Mile Island Nuclear The Station, Unit No. 1 located in Dauphin County, Pennsylvania.

amendment is effective as of its date of issuance.

This amendment adds provisions to the Technical Specificatioc.s to require operability and surveillance of shock suppressors (snubbers) required to protect the primary coolant system and all other safety related systems and components.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission's rules set forth in the license and regulations in 10 CFr Chapter I, which ar :

The Comission has deterrnined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the application for amendment dated August 23, 1975, as supplemented September 13 and October 19, 1976, and March 9,1977,(2) the Commi>sion's letter cated February 17, 1977 to Metropolitan Edison Company, (3)

Amendment No.30 to License No. DPR-50, and (4) the Commission's re-lated Safety Evaluation issued February 17, 1977.
