Thompson, Chief, OSB, L REVIEW OF RESPONSE TO QUESTIONS CCNCERNING THE IHREE MILE ISLAND NUCLEAR POWER PLANT - UNIT 1 I have conducted a review of Amendment No. 26 to the FSAR for the above facility as the answers to our questions apply to Chapters 12,12A, and 13 of the FSAR. Some concerns have not been resolved, and are sumarized below. Specific reference is made, where appropriate, to the numbered items in the memorandum, R. C. DeYoung to Metropolitan Edison Co., dated February 28, 1972.

Item 12.14 was not addressed (concerning offsite protective measures).

on page 12-1 the applicant states that SRO licenses will be obtained prior to fuel loading. We will also require that a second licensed reactor operator be provided for each shift. In addition, one vendor or other person experienced in plant startup should be assigned to each shift during the r,tartup and warranty period.

Are the Auxiliary Operators being provided any health physics training?

Chapter 12.A Radiation Emergency Plan. The concern stated in item 12A4 (action levels for notification of offsite authorities) has not been addressed. Also, the several references in the Emergency Plan to the AEC New York Operations Office should be changed to the AEC frookhaven Ares Office.
5.
Amendment No. 26 did not contain any changes to Chapter 15, Technical Specifications. Also due from the applicant is a revised Industrial Security Plan.
