DECEM3ER 7, 1971 MEETING WITH METP.0POLITAN EDISON COMPANY-GENERAL PUBLIC UTILITIES, TO DISCUSS PRESENT STATUS OF TECHNICAL SPECIFICATION FOR THREE MILE ISLAND UNIT 1 (DOCKET No, 50-289)
SDS!ARY The applicant requested the meeting to discuss with us the present status of his Technical Specifications for TMI Unit 1 (FSAR Chapter 15) and to scope future Teen Spec Meetings. Specific issues were not resolved.
Details We asked the applicant to arrange his Tech Specs parallel to those for Oconee 1, Duke Power Company (Docket No. 50-269) since both plants use the same generation Babcock and Wilcox NSSS.
We discussed with the applicant various unexplained differences between TMI 1 and Oconee i Tech Specs in a superficial manner.
It became apparent during the meeting that Met Ed and B&W have to come to an agreement among themselves before another Tech Spec meeting can be held with us.
One major difference between Oconee 1 and TMI 1 will be that the former plant does consider one loop operation while the later one will prchibit such operation by Tech Spec.
C. G. Long suggested to the applicant to consider the requirement for a particular Tech Spec dealing with the operation in case of an aircraft impact on the reactor building.
We agreed with the applicant to hold a specific meeting to discuss the administrative controls technical specifications (Section 6).
