The present schedule for e;aination of fuel densification projects completion for TMI-1 by mid-tc-end of May.
Uith regard to ECCS we emphasized that the applicant needs to show that abundant water for cooling can be proeided for the rupture of a core flood tank line.
Je agreed to schedule a meeting in the very near future to review the CCCS issue core thoroughly. For the stermline break analyses, we advised the applicant to direct his eftucts toward replying to main steam and feedwater line failures first, followed by the additional required analyses for the re=aining high energy lines.
DISCUSSION Fuel Densification - With respect to fuel densification our strategy calls for evaluating in detail a lead plant fer each fuel vendor.
For Babcock and Wilcox (B&W) Oconee Unit 1 was chosen as the lead plant.
B&W has issued Topical Report 10055 which presents a general discussion of B&W fuel, and Topical Report 1388 which provi;es supplementary discussion of the specific fuel of Cconee Unit 1.
The SER supplement for Cconee 1 is enpected to be issued about May 1.
The evaluations for subsequent plantt are expected to take less time with present intentions to issue the SEL tor Three Mile Island Unit 1 by mid-to-end of May.
ECCS We discussed our concern over the consequences of a unique failure of the 12 inch line connecting one of the core flood tanks with the reactor vessel. There are two concerns for this postulated i486 0l6

accident condition.
The first one is a short-term concern. The other is a leng-tera concern. During the first 15 minutes of this postulated accident, the boil-off rate as calculated would be in excess of the makeup rate.
Although the core would remain partially covered during this blowdown situa tion, there are questions concerning the method used to calculate heat transfer under :hese conditions.
Since only limite/ experic. ental data is available for these conditions, consideration is being given to cbtaining cdditional test data in the very near future.
Also, Licensinc is performing independent calculations.
Under the postulated conditions, only ene HP injection pump will oe available.
The capacity of this pump is not sufficient to provide abundant icng tern cooling.
One pcssible fix to this situation is providing cross-connect piping between the low oressure injection systems. A fix of this type has been proposed by ancther applicant. Meted requested and we agreed to meet
'ith them in the very near future to review the ECCS,roblen 1t more detail and to consider a possible design modification for Three Mile Island Unit 1.
SCHEDULE With the amount of outstanding material which the applicant has yet to provide in regard to the above issues, it is difficult to foresee reviewing this application with the ACRS in April as currently scheduled.
H. Wilchins of OCC stated that a hearing board cheuld be appointed shortly and within 60 days of this appointment a pre-hearing conference uill be held. The purpose of this conference is to focus the attentien of all parties on hearing issues.
HIGH ENERGY LD:E F3.ILURES CUTSIDE CC::TAIN'2FT With respect to the applicant's response to cur request for information en high energy line f ailures cutside containment, GPU statad that a preliminary ravieu shcus that the stresses in all applicable high energy lines are very lcw, not exceeding 50 to 60% of dasign limits.
Because of the late stage of the Three Mile Island Unit 1 review, the applicant was instructed to address his analyses to the main steam and feedwater lines initially and to forward the results of these for our review 1486 017
- as soon as.'vailable.
The remaining high energy lines outside centair.ent truld be subsequently evaluated.
The applicant agreed te review the status of his analyses and to inform us of the ex>ected respouse date for the main steam and feedwater lines.
