Three Mile Island Nuclear Station Unit 1 Technical Specifications (dated 9/29/72)
Docket No. 50-289 The changes indicated below should be made to Sections 1 & 6 of the Technict.1 Specifications submitted as Amendment 31 to the FSAR.
1.8 c Replace "as 'afined by 10 CFR 20", with "any".
1.8 d Delete "(Specification 3.3)"
6.1 E Remind the applicant of the following requirement, which will be effective upon issuance of the operating license:
Each operatir; shift shall consist of at least five persons, including at least one licensed senior reactor eperator, one licensed reactor operator, and one or more senior staff members from either the plant staff, qualified members of the general office staff, or NSSS vendor's staff or consulta1 ts, who, by virtue of their training and experience, can provide competent technical support for the start-up and power ascension program.
6.1 G Add new specifications as follows 3.
A licensed senior operator shall be in direct charge of any refueling operation.

The Supervisor of Operations shall have a Senior Reactor Operators '
License.
5.
At le ast one member of each operating shift crew shall be qualified to implement radiation protection procedures.
6.1.H.2 This section on the General Office Review Board is incomplete. I suggest that an additional statement be added as follows:

6.3 Delete remainder of sentence following "...as defined in," and replace with "these Technical Specifications."
6.7 C Add a new item:
"3.
Any substantial variance from performance speci-fications contained in the Technical Specifications or in the Final Safety Analysis Report."
6.7.E Add at the end of the second sentence, "ending Ju e 30 and December 31".
6.7.E.6 Delete " carried out under the es ditions of 10 CFR 50.59(a)" and substitute "that relate te the safe operation of the facility."
6.7 The subsection on page 6-16 should be redesignated "F".
