THREE MILE ISLAND FLOOD DERGENCY PROCEDURE Three Mile Island Nuclear Station uses both a levee system and a flood emergency procedure to cope with major flood situation. Ordinarily, review of such emergency procedures is performed only by Regulatory Operations personnel. In this instance, however, the Licensing staff has reviewed Revision 0 (June 22,1973) of P m gency Procedure #1202-32,

" Flood Control", and requests that the Regubtory Operations reviewer require the applicant to amend the procedure to reflect the following commets:

1.

Provide sandbags and plastic sheeting around che outside of all flood barriers in Section 3.

2.

Check operability of all sump pumps and floor drains early.

Repair as necessary.

3.

Change 3.5.1 to say: "The station should be placed in cold shutdown as soon as possible."

4.

Add to 3.2: " Trash removal from beneath the approach bridge vill be undertaken."

Limit the post flood procedure to situations where no precipit is forecast, or for river flows less than 640,000 cfs.

6.

Section 3 should be modified to include periodic sounding o the chamwl in front of the intake to detect sediment accuenlation capable of restricting flows to the intake during both t!yi rise and recession of flood level in the river.

Section 3 should also be modified to call for patrol and inspection of the levees for signs of boils, scours or excessive seepage at flows of 340,000 efs or greater. If significant deterioration of the levee condition is discovered, SHUTDOWN should be ordered.
