ENCLOSURE 1 METROPOLITAN EDISON COMPANY THREE MILE ISLAND UNIT 1 DOCKET NO. 50-289
SUMMARY
OF MEETING March 21, 1973
SUMMARY
A meeting was held in Bethesda, Maryland, on March 21, 1973 to review electrical drawings to determine whether any significant changes had been made to the electrical systems since they were initially reviewed in December 1970. We requested that the applicant supply specific information pertaining to the environmental tests conducted on the electrical cabling used in the Reactor Containment Building. It was agreed to review the electrical Technical Specifications during a meeting scheduled for March 29, 1973. A site visit was tentatively scheduled for late May or early June at which time certain drawings will be reviewed which were un-available at this meeting.
DISCUSSION Emergency power and protection system drawings were reviewed to confirm that no significant changes had been made to the electrical systems since they were initially reviewed in December 1970. The applicant stated that at this time more than 90% of the electrical equipment for Unit 1 is installed.
The offsite power system was discussed briefly. Diagrams indicate that there are two independent rights-of-way for power into the unit switchyard. The emergency diesels are located on the opposite side of the plant from the offsite connections.
The engineered safety feature control circuit drawings were reviewed.
No significant changes to the original drawings, nor any deficiencies were discovered.
Review of the schematic diagrams for the reactor trip and engineered safety feature acutation systems indicated that the requirements of IEEE-279, 1968 are satisfied.
It was stated that individually the reactor trip (SCRAM) breaker will be tested periodically and that this test requirement will be includea in the station Tcchnical Specifications.
1483 228
. Schematic diagrams for certain ESF circuit breakers and d-c control circuits for the feeder breakers (for the emergency buses) were not available for review. The applicant agreed to provide these diagrams during the next site visit.
The diesel generators were determined to have the following trips:
High crankcase pressure, 2/3 coincidence a.
b.
Low lubeoil pressure, 2/3 coincidence c.
Engine overspeed at 110%
For emergency cooling from the low-pressure safety injection system, the decay heat pumps take suction initially from the borated water storage tank. When the tank level drops sufficiently low, an alarm will sound and suction will be transferred manually to the reactor building emergency sump. The power source for che two level switches on the borated water storage tank is independent from the power source to the two level switches of the emergency sump.
The environmental testing of the electrical cable used in the Reactor Containment Building, which is summarized in Table 6.2(b) of the FSAR, was discussed. We requested the applicant to supply additional information pertaining to the conduct and duration of these tests.
It was agreed that the electrical Technical Specifications would be reviewed with the applicant at a meeting scheduled for March 29, 1973. A site visit to review the electrical installation was tentatively scheduled for late May or early June 1973. At that time certain control circuit drawings, which were not available at this meeting, will be reviewed.
