external evidame= that would indicata voids beneath the bearing plates.

Prior to the inspecties of the top anchorage sons of the vertical t==dann a meeting was held in the field offices of United Engineers and Constructors (UE&C) with personnel from General Public Utilities (CPU),
Gilbert A==ae4=tes Inc. (CAI), UE&C and Pittsburgh Testing Laboratory (PTL).
During this meeting the rue data of the recorded differential movements taken was discussed. (See enclosure 2) The configuration of the jacks, the instrumentation med their relation to the bearing plates and the structure were presented.
(See Figures 2 through 5)
Figure 6 pressats the sequence of tensioning of the vertical tendons.
It was leared during this discussion that many of the suspect bearing plates, these with about 0.1" differential deflection, were among those first tensioned. It also was revealed that the Ames dial gages atemeh==at method wee met originally es shown in Figure 4 with a welded out. The original sounts were magnetic and were revised as a result of lack of confidenes in their stability.
Several robar detail drawings (3) were awaarined te anderstand what size, spacing and layout of reinforcing was provided in che tendoa anehar zone for the top of the verticals. Ihis revealed tha. there appeared to be sufficient reinforcing without sucessive congestion. An effort was made to determine whether the bottom of the hearing plate was in contact with any reinforcing steel. It wee learned that there vss'ao reinforcing in costart and that spedal efforts were made to avoid the contact.

In addition, GFU hired an independent consultant (PTL) recently to determine whether the concrete around the upper tendon bearing plates was original and to determine whether there was evidence of tsndon bearing plate displacement as large as indicated by the questioned data.
Mr. Artuso of FTL presented the results of his investigations (see enclosure 3).
In summary Mr. Artuso concluded that the concrete was original and that there was no evidence of significant displacement on any bearing plate.
GAI pointed out that extensive areas of the exposed concrete :,urface around the bearing plates had been bush hammered to improve rainwater drainage.
Inspectica Considerable time was spent on top of the dama -4a4a* the top side of the ring been en which the top of the vertical tendans are anchored.
Special emphasis was plass d on Y-79 which had been noted as the worst tendon with respect to the recorded messerements for differential deflection.

This inspection showed no visible evidence to indicate displacement of the bearing plates or suspicious o' voids beneath the plates. The areas that had been bush hm==ered and wet ground were also observed as well as one area which was overground and patched.
Concluding Sessica The AEC representatives esacused privately after the inspection and the meeting them reconvened. GFU was informed that the AEC staff believed that GPU could provide adequata documentation to confirm the acceptability of the tendon bearing plates as presently installoa.

The desired scope and content of their report was discussed and GPU agreed to provide 6 copias of the final draft to the, AEC by September 10 with the final printed copies to be wbmitted formally by September 24 It was suggested that CPU also reconsider <hmir contairment structural surveillance progress in view of the coNerne about there bearing plates.
