July 24, 1970 J. P. O. Reilly, Chief, Re.ctor Inspection and tD Enforcement Branch, Division of Compliance, HQ METROPOLITAN EDISON COMPK4Y (THREE MILE ISLAND 1)
Docket No. 50-289 The attached mats of the inspection of Three Mile Island 1 reactor construction site performed on May 26-28, 1970, are foruarded for infomation.
Two items of nonconformance in concrete were found during the inspection. On the first day cf this inspection, concrete production was halted when four of eleven tested cylinders for concrete placed on March 25, 1970 had a compressive strength less than the specified 5000 psi value.
Metropolitan Eciison has a different A&E for Units No. 1 and 2 which appears, in part, to be responsible for the change in cement brands prior to the proper trial mir. deteminations.
Since there is a possibility of conflicts in other areas, due to the use of the different A&E for Units No. 1 and 2, the two unitL *:111 ".0t be inspcotcd as a raultiple uait citu in the future, but will be treated as single units.
