Subject:
SN>t-696; Docket 70-734. Submittal of Decomissioning Plak_, i \\4
Dear Mr. Rouse:
General Ato=ic Cocpany (CAC) received amend ent 42 to its license.
Accompany-ing the arendrent were several new license conditions.
Subtitted herewith is our plan for deco =_issioning our facilities.
The attached plan generally describes the facilities in which license' activities are accceplished.
General Atomic does not anticipate any near tern deco==issioning of its facilities. The plans for deco nissicning each of the facilities cust then be somewhat vague and general. We have heuever tried to anticipate (1) the level of effort recuired, (2) specific problens to be faced at each of the rajor facilities (3) the arount of wastes generated and (4) the costs and destination of waste burial.
The belated subnission of this plan is in part due to our rutual interest in utilizing cost relevant infornation available. As you were rade aware, GAC was involved in a rajor renovation of cur Hot Cell frca early fall 1973 to early spring 1979.
This activity included cell decentanination, Fasic equip-cent replace ent, e.g., cell seals, vindcvs, etc., everhui o f ventilation sys t ens, etc., as well as the packaging a--d sbiprent of waste materials.
Frc thi, e:gerience cre cccurate extrapelatic: to cur tctal deccrissicaing activity could be made.
Eat Cell renovatien and related activity is new cc plete.
We believe that infer:ation presented in the plan shows th:t the cost of decc rissioning uraniu= fuel f abrication f acilities, research reactors, riscellcnecus RST laboratorias, etc., to be sufficiently stall that the
- caniscien need not require set aside cash reserves, bonds er cther guar-antees such as tay be rppropriate for pcwer rea
- tors, reprocessing facili-ties or pluteniu fuel fabrication facilities.
We lock foriard to your conclusien of a review of nuclear facility deco r.is-siening policy which is supportive of cur belief, na.ely that decom issioning costs of =cs: Part 70 licensed uranium fuel processing facilitics are srall compared to resources available to or.ers.
