SUBJECT:

AMENDMENT APPLICATION DATED MARCH 15, 1979, AND THE SUPPLEMENT THERETO DATED MARCH 23, 1979

Background

TVA is licensed under NRC Materials License No. SNM-1716 to store the fuel which is~ scheduled to be used in its Sequoyah Nuclear Plant, Unit 1.

The subject applications, dated March 15 and 23, 1979, request authorization to remove 580 of 800 storage racks in the spent fuel storage pool. TVA states that it is requesting the amendment in order to complete its investigation of the feasibility of a change to high density storage racks.

They are not at this time requesting authorization to use high density racks.

Discussion During fuel-handling inspection, and spent fuel investigation requiring metal cover removal, the refueling floor will be enclosed by a temporary barrier, and activities in the area will be restricted as follows:

a.

No overhead work in the vicinity except fuel pit inspection activities; b.

No oainting, grinding, sandblasting, or similar activities in tric vicinity; c.

No crane operation directly over the stored fuel other than those required for fuel handling, inspection or spent fuel pit investigation; d.

No construction or test work which adversely affects fire protection, power, or lighting in the fuel-handlinc area.

. In addition whenever the metal covers are removed from either the New Fuel Storage Vault or the Spent Fuel Pit, ar armed security guard will be stationed in the fuel-handling area to provide surveillance ano control.

The above restrictions and conditions are in addition to those on

- which rias based the issuance of the storage license. The proposed changes do not affect the nuclear safety, radiolor'ical safety, or environmental considerations on which were based the issuance of tht license.

Recommenda tion Based on the above, I recommend amending the license as requested by TVA.
